BIRUNGA SACCO MUSANZE is a District Savings and Credit Cooperative (D-SACCO) established following the consolidation of 15 U-SACCOs operating within MUSANZE District, in accordance with the Government of Rwanda SACCO's consolidation framework. 

BIRUNGA SACCO MUSANZE is looking for qualified, competent, committed, proactive and self-motivated individual to occupy the following positions at Head office and Branch level:

Position: CENTRAL RECOVERY OFFICER

Number: 1

Main Responsibilities of CENTRAL RECOVERY OFFICER

Under the supervision and guidance of the Head of Credit, the CENTRAL RECOVERY OFFICER has the following main responsibilities: 

  1. To work diligently on the assigned work on time and to produce results;
  2.  To comply with the instructions of the employer or his/her representative;
  3. To take good care of and oversee the equipment assigned to him/her in his/her work;
  4. To be at work and respect working days and hours;
  5. To keep the confidentiality of work;
  6.  To deliver basic identification documents before starting work;
  7. To follow the principles and codes of perform governing the business activities of the Cooperative;
  8. Monitors overdue and defaulted loans to timely deliver recommendation on measure to be taken;
  9. Ensures that all procedures regarding delinquent loans are adhered to;
  10. Prepares reports of the overdue loans to internal and external stakeholders;
  11. Works closely with the loan recovery officers at branches to get more information on the reasons for late repayments and decide on measures and next steps;
  12. Conducts site visit to those overdue and/or defaulted members;
  13. Takes over the responsibility for late repayments;
  14. Interacts with lawyers;
  15. To produce a recovery plan/ schedule and submit it to the supervisor for approval;
  16. To analyze and evaluate non-performing loans on a regular basis and to create ways to recover them at headquarters level;
  17. Initiate the cancellation of loan agreements, notify the national institution tasked with registering collateral and follow the procedures for realizing collateral at headquarters level;
  18. Monitoring and recovery of syndicated/joint loans;
  19. track and control bad debts by reviewing files and discussing with the Cooperative's creditors regarding payment plans at headquarters level;
  20. make sure that debt recovery activities are carried out in accordance with the loan policy and relevant laws and regulations;
  21. make sure that loans granted are properly repaid in accordance with the loan policy and other regulations;
  22. Cooperate with and track the implementation of asset recovery activities carried out by competent authorities;
  23. Building and maintaining good relationships with customers and resolving all customer issues or complaints within his/her authority;
  24. Analyzing bad debts based on the number of years or months that have passed (aging) and providing appropriate strategies to recover all debts of customers who do not repay back well at Headquarters level;
  25. Managing files of many customers with different large debts;
  26. Establishing collaboration and relationships with various institutions that will help with the recovery of written off loans or canceled debts at headquarters level;
  27. Submitting monthly, quarterly, annual and other reports as necessary to the supervising manager indicating the nature and classification of loans at headquarters level;
  28. help with the follow-up and collection of all loans using comprehensive methods to deliver assistance where possible, so that recourse to the courts is a last resort;
  29. Perform other duties that do not conflict with the laws and regulations required by the head of credit or his/her superior authority.

Minimum Requirements

  1. Bachelor’s degree in finance and banking, accounting, or any relevant field.
  2. Minimum one year of working experiences in credit function of financial industry, preferably microfinance institutions.
  3. Good understanding of the bank branch operations, rules and regulations, laws, granting loans, and credit risk management.
  4. Strong analytical and problem-solving skills.
  5. Good negotiation, interpersonal and convincing skills.
  6. Patience and understanding of emotions to deal with members and SACCO staff.
  7. Ability to make fair and ethical decisions in tough circumstances.
  8. Excellent organizing, recording and filing skills.
  9. Strong dedication to accuracy and efficiency.
