PROCUREMENT METHOD: NATIONAL COMPETITIVE BIDDING

SOURCE OF FUNDS: ENERGY UTILITY CORPORATION LIMITED (EUCL)

1. EUCL hereby invites sealed bids from eligible bidders for submitting their best offers for

Transportation Services of Peat to Gishoma Peat Power Plant through frame work contract as indicated

in detail in the statement of Requirements.

2. Participation to the competition is open on equal conditions to all companies specialized in the field.

3. Bidding will be conducted through the National Competitive Bidding (NCB) as per Procurement User

Manual of REG updated to date.

4. Tender Documents may be obtained on any working day at EUCL-REG Headquarters, 1st Floor,

Room N° G114, in the Secretariat Office of the Procurement Management Unit of EUCL,

P.O Box 537 Kigali. Tel. 573 660, 575 476; upon presentation of a proof payment of a non-

refundable fee of Ten thousand Rwandan Francs (10,000 Frw) deposited to Account N° 5044962-

01-96 opened at I & M Bank, Rwanda.

5. All enquiries and additional information regarding this tender may be obtained to the address

6. Well printed bids, properly bound and presented in three copies one of which is the original must

reach the Secretariat of the Procurement Management Unit at the address mentioned below not

later than 13 / 05 /2026 at 10:00 am. Late bids will be rejected and returned unopened.

7. Bids will be opened in the presence of bidders or their representatives who choose to attend at REG main

board room on 13 / 05 /2026 at 10:30 am local time.

8. All bids shall be accompanied by a Bid security of Six Million Five Hundred Thousand Rwandan Francs

(6,500,000 Frw) from Bank or other financial institution recognized in Rwanda with the validity period of

at least 150 days from the bids opening date.

9. The bids will remain valid for 120 days starting from the deadline of bids submission.

10. The Outer envelope should clearly indicate the tender name and title.
