Brief Description of the Assignment: The objective of this assignment is to engage a

qualified service providers to design and deliver team building services for Rwanda

Finance Limited. The assignment aims to strengthen teamwork, enhance

communication, and enhance collaboration among staff, ultimately fostering a positive

work environment and increasing overall organizational effectiveness and productivity.

ASSIGNMENT DESCRIPTION

Rwanda Finance Limited (RFL) intends to establish a shortlist of qualified firms to

deliver team-building services on an as-needed basis. The selected firm(s) will be

tasked with designing, organizing, and delivering team-building activities as may be

required during the engagement period.

The services will generally aim to strengthen teamwork, enhance communication,

enhance collaboration, and foster a positive and productive work environment, with

specific requirements to be defined for each assignment.

The shortlisted firms shall:

 deliver the services set forth in this RFP and submit a report on the activities

conducted and outcomes achieved.

 Deliver team-building activities with the highest standards of professionalism and

creativity.

 Ensure the use of appropriate tools, materials, and methodologies aligned with

organizational needs.

 Be tasked with the safety and well-being of all participants during the

activities.

The firms will report to the HR & Procurement Manager.

SCOPE OF WORK AND EXPECTED DELIVERABLES

deliver professional facilitators and necessary materials/equipment. The selected

firm(s) will be expected to deliver team-building services on an as-needed basis. The

scope of work shall include, but not be limited to, the following:

 Program Design and Planning

The firm shall propose and design team-building activities tailored to the

organization’s evolving needs, with flexibility to align with specific objectives as

may be defined from time to time.

 Implementation of Activities

The firm shall facilitate a range of team-building engagements, which may

include indoor and/or outdoor activities, workshops, or other interactive sessions,

as agreed upon for each assignment.

 Capacity Development

The firm may incorporate elements aimed at enhancing team cohesion,

communication, leadership, and other relevant competencies, depending on the

requirements identified for each engagement.

 Monitoring and Feedback

The firm shall deliver general feedback on the activities conducted and their

outcomes, including observations and recommendations, where applicable.

TECHNICAL PROPOSAL

Company Profile & Team

 A brief description of the company including its expertise and experience in

delivering team-building services over the last five (5) years.

 At least five (5) certificates of completion or recommendation from reputable

organizations for similar assignments, including contact details of referees.

 CVs and academic/professional certificates of at least three (3) qualified

facilitators/trainers with a minimum of three (5) years of experience in team

building, training, or organizational development.

ADMINISTRATIVE DOCUMENTS TO BE SUBMITTED

 Letter of Interest addressed to the CEO, Rwanda Finance Ltd

 Valid Tax Clearance Certificate

 Notified copy of Certificate of Incorporation

 Notified Power of Attorney (if applicable)

 Notified copy of certificate of membership to a professional body (if any)

TECHNICAL EVALUATION CRITERIA

Qualifications relevant to the assignment with at least five (5) years of

experience in team building and training services

30%

Experience related to the assignment with at least five (5)

recommendations/certificates of completion from reputable organizations

30%

Team qualifications related to the assignment with relevant training and

facilitation certificates

40%

FIRM’S AGREEMENT WITH TERMS AND CONDITIONS

The completion of all requirements must be in accordance with the instructions

contained in this RFP. Submission to Rwanda Finance Ltd of the technical and financial

proposals will constitute an offer and indicates the firm’s agreement to the terms and

conditions set forth in this RFP. Rwanda Finance Ltd is not required to accept and/or

evaluate proposals that do not conform to the instructions of this RFP and, in addition,

Rwanda Finance Ltd may reject all proposals and not make an award. Rwanda Finance

Ltd reserves the right to make an award without discussion and/or negotiation; however,

Rwanda Finance Ltd also reserves the right to perform discussions and/or negotiations,

which among other things may require the firm to revise its proposal (technical and/or

financial). By submitting an offer, firms agree to comply with the general terms and

conditions for an award, including Representations and Certifications compliance.

Firms must deliver full, accurate, and complete information in response to this

solicitation. By submitting an offer, firms certify that they have not and will not attempt to

bribe or make any payment to Rwanda Finance Ltd employees in return for preference.

Issuance of this RFP in no way obligates Rwanda Finance Ltd to render an award, nor

does it commit Rwanda Finance Ltd to pay any costs incurred by the firm to produce

and submit a proposal. Rwanda Finance Ltd reserves the right to award a contract to

one firm or to issue multiple awards based on the results of our evaluation.
