JOB RESPONSIBILITIES

• assist MINICOM IT department in playing its role in the digitization of trade and industry sectors.
• create actionable plans and ensure proper coordination for implementation of digitization initiatives in trade and industry sectors.
• assist MINICOM departments in implementing ICT strategies relevant to trade and industry sectors in line with the Smart Rwanda Master Plan (SRMP) and related approved sector sub-plans.
• evaluate existing ICT services, applications, and infrastructure in the trade and industry sectors.
• detect and propose areas for system harmonization where overlaps exist to enhance efficiency.
• Collaborate with internal departments to design and execute e-business opportunities from concept to delivery.
• Partner with stakeholders and the business community to understand requirements and assist development and execution of appropriate strategies.
• Continuously audit e-commerce platforms for performance and deliver recommendations for improvement.
• assist data-driven decision-making for planning, execution, and optimization of e-commerce development in Rwanda.
• Draft e-commerce project proposals for resource mobilization purposes.
• NB: Required experience (3 years or 1 year) must be relevant to E-Commerce, Trade, Industry, or Project Management.

QUALIFICATIONS

Bachelor’s Degree

• Computer Science (3 years relevant experience)
• Computer Engineering (3 years relevant experience)
• Electronics and Telecommunication Engineering (3 years relevant experience)
• ICT Systems (3 years relevant experience)
• ICT Infrastructure Development (3 years relevant experience)

Master’s Degree

• Computer Science (1 year relevant experience)
• Computer Engineering (1 year relevant experience)
• Electronics and Telecommunication Engineering (1 year relevant experience)
• ICT Systems (1 year relevant experience)
• ICT Infrastructure Development (1 year relevant experience)

REQUIRED COMPETENCIES AND TECHNICAL SKILLS

• Strong knowledge of interface usability issues
• Understanding of Secure Electronic Transactions (SET) encryption standards
• In-depth knowledge of online payment gateway systems
• Strong communication skills, including ability to explain complex concepts to non-expert audiences
• Strong written and oral communication skills in English and Kinyarwanda (French is an added advantage)
• Good understanding of ICT development in Rwanda and the region, including constraints affecting ICT adoption in trade and private sector development
• Proven experience in developing ICT implementation plans for organizations
• Experience in developing and implementing ICT systems in public institutions or large private sector organizations
