REQUEST FOR EXPRESSION OF INTEREST (EoI) FOR PROVISION OF SECURITY SERVICES 

(PREQUALIFICATION STAGE) 

1. Background 

Living Water International Rwanda (LWIR), an affiliate of Living Water International (LWI), is a Christian non-governmental organization that has been operating in Rwanda since 2007 to deliver Water, Sanitation, and Hygiene (WASH) services. LWIR hereby invites qualified and experienced security companies to submit Expressions of Interest (EOIs) for the provision of security services at its offices located in Kigali City, Ruhango District.

2. Scope of Services

• The selected security company will be tasked with providing professional security services, including but not limited to:
• Deployment of well-trained and uniformed personnel.
• 24-hour surveillance and protection of premises.
• Access control and incident reporting.
• Ensuring the safety of LWIR staff, visitors, and property.

3. Eligibility Requirements

• Interested security service providers must meet the following requirements:
• Proven experience of at least five (5) years in providing security services
• Valid registration certificate issued by the Rwanda Development Board (RDB).
• Valid Tax Clearance Certificate issued by the Rwanda Revenue Authority (RRA).
• Valid clearance certificate issued by the Rwanda Social Security Board (RSSB).
• Good standing certificate by RDB
• Demonstrated capacity to deliver well-trained and uniformed personnel.

4. Submission Instructions

• The Expression of Interest should include:
  • Technical proposal.
  • Financial proposal.
  • All required supporting documents.
• All documents must be merged into ONE PDF document 
• Submissions should be sent via email to: LWIRProcurement@water.cc and write “EOI FOR PROVISION OF SECURITY SERVICES” 
• Deadline for submission: 23rd June 2026, 17:00Rwanda time. Late submissions will not be accepted.
