Data Observations, Quality Control and Processing Division Manager

JOB RESPONSIBILITIES

  1. Weather Observation Network Design & Data Management

• Ensure appropriate design of weather observation station networks and their maintenance.

• perform evaluate and monitoring of meteorological station performance.

• Supervise observation officers and volunteer workers.

• deliver guidance on data correction, processing, and management.

• Determine meteorological variables to be observed.

• Establish standards for weather data correction, management, and transmission.

• Supervise data recording and transmission according to standard operating procedures.

  1. Supervision of Observation Officers

• Supervise observation officers and ensure compliance with procedures and quality standards.

• keep good working relationships among field observation teams.

• Supervise volunteer observation stations within assigned areas.

• Ensure timely transmission of observation records to headquarters.

• Ensure data quality control before submission to headquarters.

• keep secure backup of both electronic and hard copy records.

• Represent METEO Rwanda in assigned operational areas.

• deliver coaching, mentorship, and leadership to staff.

• Update station metadata and ensure proper documentation of changes.

• Execute allocated budgets as directed by the division.

• Ensure professional management of personnel under supervision.

• track and document climate characteristics affecting the region.

• produce and publish climate summaries (seasonal, annual, and inter-annual).

• execute Quality Management Systems in compliance with ISO standards.

• Report on data quality, system performance, and required upgrades.

• Participate in WMO Commission for Instrument and Methods of Observation activities.

• perform staff performance appraisal and training.

RELEVANT NOTE

Candidates with Bachelor’s Degrees in non-meteorology disciplines must hold a professional/technical certificate in Meteorology from a recognized WMO institution and have at least 2 years of relevant experience.

• Bachelor’s Degree in Mechanical Engineering – 2 Years Experience

• Bachelor’s Degree in Biochemistry – 2 Years Experience

• Bachelor’s Degree in Applied Meteorology – 2 Years Experience

• Bachelor’s Degree in Hydrometeorology – 2 Years Experience

• Bachelor’s Degree in Agrometeorology – 2 Years Experience

• Bachelor’s Degree in Physics – 2 Years Experience

• Bachelor’s Degree in Agriculture – 2 Years Experience

• Bachelor’s Degree in Climatology – 2 Years Experience
