 EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF GIS CONSULTANCY SERVICES FOR WASH PROGRAMS

1. Background

Living Water International Rwanda (LWIR), an affiliate of Living Water International (LWI), is a Christian non-governmental organization that has been operating in Rwanda since 2007 to deliver Water, Sanitation, and Hygiene (WASH) services. LWIR is seeking Expressions of Interest (EOIs) from qualified Rwandan GIS professionals (individual consultants) to deliver Geographic Information System (GIS) services that will assist the integration of GIS into the planning, implementation, monitoring, and evaluation of WASH programs across Rwanda. The GIS consultant will assist the mapping and analysis of water supply systems and related infrastructure. GIS applications will be used to detect and map areas targeted for WASH interventions, including water and sanitation infrastructure, pipeline networks and dimensions, categories of water users, and the proximity of services to beneficiaries. The consultant will also assist data management, spatial analysis, and visualization to strengthen evidence-based planning and decision-making within LWIR programs.

2. Scope of Work

The GIS Consultant will be tasked with providing the following services:

A. Data Processing and Management

  • Create, organize, and keep GIS datasets.
  • Georeference and digitize maps and spatial data.
  • Perform data cleaning, standardization, and quality control.
  • Input, update, and validate attribute data.

B. GIS Analysis

  • perform spatial analysis, including buffering, overlays, proximity analysis, and network analysis.
  • Analyze water infrastructure coverage and accessibility.
  • assist site suitability assessments for future WASH infrastructure development.
  • Generate spatial insights to assist project planning and monitoring.

C. Mapping and Visualization

  • create high-quality static and interactive maps.
  • Design map symbology and layouts for reporting and decision-making.
  • Produce thematic maps showing water infrastructure, service areas, beneficiary locations, and other relevant program indicators.

D. Database Development

  • Design, create, and keep geodatabases.
  • Integrate and migrate data from various sources.
  • Create metadata and keep data catalogues.
  • assist GIS data storage, accessibility, and management systems.

3. Eligibility Requirements

Interested consultants must meet the following minimum requirements:

  • Hold at least a bachelor’s degree in geographic information systems (GIS), Geomatics, Geography, Surveying, Remote Sensing, or a related field.
  • Have a minimum of five (5) years of proven professional experience in GIS applications and spatial data management, preferably in the field of water resources 
  • Demonstrate practical experience in GIS analysis, mapping, database management, and data visualization.
  • Experience working in the Water, Sanitation, and Hygiene (WASH) sector or water resource management will be considered an added advantage.
  • Demonstrate knowledge and understanding of Rwanda’s WASH sector.
  • Be available to undertake assignments on a part-time basis as requested by LWIR.
