ADDENDUM No 2

TENDER REFERENCE: 213/G/ICB/2025/2026/RMS LTD,

TENDER TITLE: SUPPLY, DELIVERY AND INSTALLATION OF ELECTROPHORESIS, APHERESIS AND AUTO STAINER MACHINES

Rwanda Medical Supply Limited would like to notify invited manufacturers/suppliers the following amendments regarding the aforementioned tender. 

1. Clarification of Technical Specifications

The Technical Specifications For the medical equipment (Item 2) Apheresis in the tender have been reviewed, and the clarifications provided in the attached revised Technical Specifications shall form an integral part of the tender document. All bidders are requested to produce and submit their bids in accordance with these clarified specifications.

I.2 Cell Collection Procedures

• Platelet Collection
• Granulocyte Collection
• Mononuclear Cell (MNC) Collection
• Peripheral Blood Stem Cell (PBSC/CD34+) Collection
• Red Blood Cell Collection
• Bone Marrow Processing

II. Core Technical Specifications

• Technology: Continuous flow centrifugation. 
• User Interface: Color graphic LCD touchscreen with step-by-step graphical instructions. 
• Automated Interface Management (AIM): Uses an integrated high-resolution camera to track and adjust cell interfaces without manual intervention.
• Extracorporeal Volume (ECV): Varies by protocol; maximum ECV is 191 mL for Stem Cell Collections and 185 mL for Therapeutic Plasma Exchange (TPE) or RBC processing. 
• Safety Features: Automated self-tests, individualized anticoagulation (AC) management to prevent citrate toxicity, and built-in access/return pressure sensors
• Power Supply: voltage: 220V (AC), Frequency: 50/60 Hz
• Operating Conditions: Designed to function optimally at ambient temperatures and relative humidity between in Rwanda

III. Supported Protocols

The system is equipped with built-in, automated protocols for multiple clinical needs: 

• Therapeutic Plasma Exchange (TPE): Single and dual needle with optimized fluid balance.
• Cell Collections: Mononuclear cell (MNC) collection, bone marrow processing, and granulocyte collection.
• Red Blood Cell Exchange (RBCX): Exchange, depletion, or exchange/depletion.
• Additional Functions: Single donor platelets plus plasma collection and platelet/WBC depletions

IV. Design and Mobility

• Mobility: Designed with a collapsible track, telescoping IV pole, and large pivoting casters for easy transport between procedure rooms.
• Data Management: Can store data for up to 100 procedures. It also features an integrated barcode reader and built-in tube sealer
• Automated Therapeutic and Cellular Apheresis System

V. General Requirements

REQUIRED CONSUMABLES TO COME WITH THE EQUIPMENT

Disposable Sets

Dedicated sterile disposable kits for:

• RBC Exchange= 300
• Plasma Exchange=200
• Platelet Collection=50
• Granulocyte Collection=50
• MNC Collection=50
• Stem Cell Collection=10
• Bone Marrow Processing=50
• ACD-A anticoagulant bags= 250
• Normal saline=100
• Sterile connectors/sampling accessories= Adequate for above procedures (80% for peripheral line and 20% for central line
• Validation kits= 5 per each procedure mentionned

N.B The supplier must be able to deliver all other consumables and reagents that will allow the equipment to function and cover all mentionned procedures in point one such as replacement fluids, software, user manual ect.

2. Extension of Tender Opening Date

To allow all prospective bidders sufficient time to evaluate the clarified Technical Specifications and produce responsive bids, the tender submission and opening deadline has been extended as follows:

• Original Tender Opening Date: ( 27th July 2026 at 10:30 a.m ) 
• Original Submission of bids deadline:(( 27th july 2026 at 10:00 a.m)
• New Tender Opening Date: (03rd august 2026 at 10:30 a.m )
• New Submission of bids deadline:(( 03rd August 2026 at 10:00 a.m))

Bidders are requested to take note of these amendments when preparing and submitting their bids.

NB: Other clauses, which are not mentioned in this addendum No2 remain unchanged as announced in initial tender.
