Context of the position: 

SOS Children’s Villages Rwanda is an independent member association affiliated to the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of care tailored to orphans, vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operates in four Program Areas based in Gasabo, Gicumbi, Kayonza and Nyamagabe. To further fulfil the above-mentioned responsibilities, SOS Children’s Villages Rwanda is seeking for a competent Senior Manager ICT and Programs Digitalisation, to base at its National Office Kigali, Kinyinya.

JOB PURPOSE

To move ICT from 'fixing laptops' to 'leveraging technology' for social impact. The Senior Manager, ICT and Programmes Digitalisation leads SOS Rwanda's ICT function and drives the organisation's digital transformation agenda, designing and implementing ICT strategy, managing all ICT systems and infrastructure, leading the digitalisation of programme and operational workflows, implementing secure digital case management platforms, ensuring cybersecurity and data protection, and building staff digital literacy across all four Program Areas.

The position is the functional supervisor of the ICT Administrator in Kigali and provides technical oversight to location-level ICT focal points.

Key Performance Areas and Main Responsibilities:

ICT Strategy and Governance

  • create, execute, and update SOS Rwanda's ICT strategy — aligned with SOS Strategy 2030, MA Strategic Plan 2023–2027, and global SOS ICT standards.
  • Define national ICT budgets, procurement plans, and multi-year ICT investment roadmaps.
  • create and execute ICT policies and standards — covering architecture, security, disaster recovery, procurement, and service provision.
  • Participate in regional ICT knowledge-sharing processes and organize with the SOS ESAF ICT Advisor on global standards and initiatives.
  • guide ICT governance — including vendor management, service level agreements, and ICT committee oversight.

Programmes Digitalisation & Digital Case Management

  • execute and oversee a secure, cloud-based digital case management platform for tracking child progress — ensuring data privacy and compliance with Rwanda data protection laws and SOS-KDI data protection rules.
  • guide the digitalisation of SOS Rwanda's programme functions — introducing digital case management, beneficiary tracking, and electronic documentation workflows across all four locations.
  • Equip field staff with mobile tools for real-time community reporting — reducing the 'paperwork lag' and improving data quality.
  • Drive paperless operations across all locations — designing change management plans that assist staff adoption of new digital tools.
  • Collaborate with the Director of Strategy and Programme Implementation and the MEAL function to align digitalisation initiatives with programme quality and RBM needs.
  • Explore, evaluate, and pilot AI adoption and knowledge management tools that enhance programme decision-making and organisational efficiency.

 ERP, HRIS and Operational Systems

  • Oversee the implementation, maintenance, and continuous improvement of SOS Rwanda's ERP system — ensuring integration across finance, procurement, HR, and programme functions.
  • oversee the HRIS system — ensuring data integrity, user access management, and alignment with HR processes.
  • guide the digitisation of procurement and supply chain systems in coordination with the Senior Manager, Procurement and Logistics.
  • Ensure all ICT systems are properly integrated, reducing data silos and enabling organisation-wide reporting and analytics.

Infrastructure, Cybersecurity and Business Continuity

  • oversee SOS Rwanda's IT network and server infrastructure across all locations — ensuring 99%+ system uptime, reliability, performance, and cost-effectiveness.
  • create and execute a comprehensive cybersecurity framework — including data protection, access control, threat monitoring, and incident response — ensuring the cybersecurity audit score meets SOS-KDI standards.
  • Ensure compliance with SOS-KDI data protection rules and Rwanda data protection regulations, including the privacy of child and family records.
  • Design and keep business continuity and disaster recovery plans — ensuring operational resilience in the event of system failures.

Digital Literacy & Capacity Building

  • Build digital literacy across SOS Rwanda — designing and delivering ICT training programmes for staff at all levels and locations.
  • Supervise the ICT Administrator and deliver technical oversight to location ICT focal points.
  • Coach programme and operations staff on effective use of digital tools for monitoring, reporting, and case management.
  • Train community partners and staff on using technology for education, health monitoring, and economic strengthening.

Formal qualifications and Experiencerequirements:

Education & Professional Qualifications

  • Master’s or bachelor’s degree in information technology, Computer Science, Information Systems, Software Engineering, or related field (Master's preferred for Grade 5).
  • ITIL, PMP, or relevant technical certifications required (Grade 5 requirement).
  • Cybersecurity certification (CompTIA Security+, CISSP, or equivalent) is a strong advantage.

Professional Experience

  • Minimum of 7 years of progressive ICT experience; 3+ years in senior ICT leadership or digital transformation role.
  • Demonstrated experience leading digital transformation initiatives in an INGO, NGO, or complex multi-site organisation.
  • Proven experience with ERP systems (SOS ERP, SAP, Microsoft Dynamics, or equivalent) and HRIS platforms.
  • Strong track record in cybersecurity management, data protection, and ICT governance.
  • Experience with ICT4D tools — digital case management, mobile data collection, cloud platforms.
  • Experience working across multiple sites and geographically dispersed teams.
