1. Background

QT Global Software Ltd. (QT) is a Rwanda-based technology company providing digital transformation solutions to governments, public institutions, private organizations, and development partners across Africa.

QT has implemented solutions such as e-Procurement, IFMIS, electronic billing and tax management, health information systems, civil registration, workflow automation, cybersecurity, and other digital transformation solutions in different areas.

QT seeks to strengthen its participation in local, regional, and international procurement opportunities, particularly government, public-sector, donor-funded, and development projects outside Rwanda. QT therefore intends to engage an experienced Bid & Proposal Consultant to establish and oversee a structured bid management function.

The consultant will collaborate with QT’s Partnerships & Business Development, Technical, Finance, Legal, Product & Project Management, and QT Management team teams.

2. Purpose of the Consultancy

The consultancy will strengthen QT’s ability to detect, qualify, create, and submit competitive bids for strategic technology and digital transformation opportunities, particularly outside Rwanda.

The consultant will combine procurement knowledge with proposal-development experience and establish sustainable bid management processes, tools, templates, and knowledge resources.

3. Objectives

The consultant will:

  1. Establish a local & international tender and opportunity identification process.
  2. create a Bid/No-Bid framework.
  3. enhance interpretation of procurement requirements and evaluation criteria.
  4. guide the development of compliant and competitive proposals.
  5. enhance positioning of QT’s products, projects, references, and partners.
  6. Establish a bid pipeline and management reporting system.
  7. create standardized bid tools, templates, and quality assurance processes.
  8. Strengthen QT’s participation in government, donor, and international procurement.
  9. Transfer bid management knowledge to QT staff.
  10. enhance proposal quality and, where appropriate, win rates.

4. Scope of Work

A. Opportunity Identification

  • track relevant government, public-sector, donor, multilateral, and private-sector procurement platforms.
  • detect opportunities aligned with QT’s capabilities.
  • keep a local & international bid pipeline.
  • detect direct, consortium, and partnership opportunities.

B. Opportunity Qualification

Assess each significant opportunity for:

  • Strategic and technical fit.
  • Client and market attractiveness.
  • Relevant references and personnel.
  • Partner requirements.
  • Geographic and operational feasibility.
  • Bid effort and commercial potential.
  • Competition.
  • Legal, contractual, security, and payment risks.
  • Likelihood of success.

deliver a recommendation of Bid, No-Bid, or Bid Subject to Conditions.

C. Bid Strategy

For approved opportunities:

  • create the bid strategy and win arguments.
  • Analyze evaluation criteria.
  • detect strengths, weaknesses, gaps, and required partners.
  • Position QT’s products, experience, and capabilities effectively.

D. Proposal Development

guide the proposal process, including:

  • Kick-off meetings and schedules.
  • Responsibility matrices.
  • Coordination of technical, financial, legal, project, partner, and management inputs.
  • Preparation of executive summaries, methodologies, work plans, implementation approaches, risk plans, and value propositions.
  • Final evaluate and submission coordination.

E. Compliance and Quality Assurance

create a compliance matrix covering:

  • Eligibility and mandatory requirements.
  • Technical and evaluation criteria.
  • Administrative and financial requirements.
  • Forms, certifications, CVs, references, deadlines, and contractual conditions.

perform structured reviews and escalate unresolved gaps.

F. Market and Competitive Intelligence

  • track procurement trends and competitors.
  • detect target markets, sectors, and strategic partners.
  • Recommend priority business development and bidding areas.

G. Partnership and Consortium Development

  • detect and assess partners.
  • create consortium or subcontracting strategies.
  • organize partner inputs and responsibilities.

H. Knowledge Management

Establish a reusable repository containing company profiles, product information, references, case studies, CVs, certifications, methodologies, templates, compliance matrices, previous proposals, and lessons learned.

5. Security, Country, and Operational Risk

Security and country risk must form part of every Bid/No-Bid assessment.

The consultant shall assess:

  • Security and political conditions.
  • Conflict, travel, and deployment risks.
  • Personnel safety and site accessibility.
  • Remote delivery and local partner options.
  • Legal, regulatory, reputational, payment, and sanctions risks.

QT shall not pursue opportunities requiring personnel to operate in areas deemed unsafe by management unless an alternative delivery model is expressly approved

The consultant may not override QT’s security, legal, compliance, or executive decisions. Opportunities that lack proper due diligence, as highlighted, will not be considered during monthly evaluations.

6. Expected Deliverables

Deliverable 1 – Bid Management Framework

A framework covering opportunity identification, qualification, Bid/No-Bid decisions, governance, proposal development, evaluate, submission, and post-bid evaluation.

Deliverable 2 – International Bid Pipeline

A current pipeline showing the opportunity, client, country, sector, value, stage, deadline, strategic fit, partners, status, risks, probability, next action, and responsible QT team member.

Deliverable 3 – Bid/No-Bid Assessments

A standard template and completed assessments for relevant opportunities.

Deliverable 4 – Proposal Development

Management of approved bids, including bid plans, responsibility and compliance matrices, proposal development, reviews, quality assurance, and submission.

Deliverable 5 – Bid Repository

A maintained repository of reusable corporate and proposal content.

Deliverable 6 – Monthly Performance Report

Reports covering opportunities, recommendations, approved and submitted bids, deadlines, pipeline value, risks, partners, decisions required, results, and next actions.

Deliverable 7 – Capacity Building

At least one knowledge-transfer session per month on tender analysis, Bid/No-Bid decisions, compliance, proposal writing, evaluation criteria, procurement practices, or quality assurance.

7. Performance Measurement

Performance will be assessed against agreed monthly targets, including:

The consultant will not be assessed solely on bids submitted or contracts won, as award decisions depend on external factors. Emphasis will be placed on opportunity quality, proposal compliance, process discipline, pipeline development, and contribution to outcomes.

8. Duration

The initial consultancy period will besix (6) monthsfrom contract signature and may be extended based on performance, business needs, pipeline, opportunities, and mutual agreement.

The engagement may be structured as a monthly retainer with defined deliverables and reviews.

9. Reporting and Working Arrangements

The consultant will report to the Head of Partnerships & Business Development, with regular engagement with the CEO and QT Management team.

The consultant will collaborate with QT’s Partnerships & Business Development, Technical, Finance, Legal/Compliance, Project/Product Management, HR/Administration, QT Management team, and external partners.

The consultant shall deliver:

  • Weekly updates on active strategic bids.
  • Monthly pipeline and performance reports.
  • Immediate escalation of critical risks, deadlines, compliance gaps, and required decisions.
  • Bid-specific reports for high-value or high-risk opportunities.

The consultant may work remotely but must attend agreed meetings, workshops, client engagements, and critical bid activities.

10 Key Requirements

The consultant should have:

  • At least 5-8 years of relevant experience in bid management, proposal management, procurement, or related fields.
  • Experience managing ICT, software, systems integration, or digital transformation bids.
  • Experience with government, public-sector, donor-funded, and international development projects.
  • Experience with African and/or international procurement.
  • Proven experience with bidding on an international and local projects.
  • Experience coordinating multidisciplinary teams.
  • Understanding of evaluation methodologies and procurement requirements.

Competencies & Certificates:

  • Commitment to confidentiality and information security.
  • Ability to work independently under deadlines.
  • Strong stakeholder management, communication, negotiation, and attention to detail.
  • Ability to interpret tenders and translate technical solutions into persuasive proposals.
  • Strong analytical, strategic, commercial, and project management skills.
  • Procurement knowledge from both buyer and bidder perspectives.
  • Procurement certification.
  • APMP Certification or equivalent proposal management certification.
  • Excellent proposal writing and editing.

11. Required Consultant Profile

QT seeks a consultant with both:

  • Experience understanding how procuring entities create, evaluate, and score tenders; and
  • Hands-on experience developing and managing competitive bids.

A procurement professional without proposal-development experience, or a proposal writer without procurement knowledge, will not fully meet the requirements.

The consultant should be able to answer:

“What is the procuring entity asking for, how will it evaluate our response, and how should QT position its capabilities, references, partners, methodology, and commercial offer?”

12. Strategic Focus

The consultancy should prioritize opportunities aligned with QT’s:

  • Existing products and intellectual property.
  • Government and public-sector experience.
  • Project references and methodologies.
  • Technical capabilities.
  • Technology partnerships.
  • Consortium and implementation partners.

The objective is not to pursue every tender, but to focus on opportunities where QT has a credible and differentiated chance of success.

13. Bid Governance

The consultant may recommend opportunities but may NOT commit QT to bids, partnerships, pricing, contractual obligations, or delivery.

Final approval remains with QT management.

The consultant shall escalate high-value, high-risk, resource-intensive, unfamiliar, partnership-dependent, or security-sensitive opportunities, as well as those involving unusual legal, payment, contractual, or reputational risks.

14. Confidentiality and Ownership

The consultant shall keep confidentiality regarding QT’s commercial, client, technical, product, intellectual property, partner, tender, proposal, and strategic information.

All work products developed specifically for QT shall remain QT’s property, subject to the consultancy agreement.

The consultant shall comply with QT’s confidentiality, information-security, and data-protection requirements.
