FXB Rwanda is a Rwandan Local Non-Governmental Organization (NGO) whose mission is to address the root causes of poverty as a means of securing children’s rights to survive, grow, and create, and strives to be a catalyst for long-lasting positive change in low-and moderate-income families among vulnerable families by supporting them to enhance their social, economic, and environmental conditions. Since 2014, FXB Rwanda has been the leading implementer of the Sugira Muryango program in close collaboration with Boston College and the University of Rwanda Center for Mental Health.

Sugira Muryango (SM) is an evidence-based family-strengthening intervention that uses a home-visiting and active-coaching model to promote nurturing care practices, father engagement, and early childhood development (ECD), and to prevent violence in the home. The program is informed by the World Health Organization (WHO)'s Care for Child Development package and the WHO/UNICEF Nurturing Care Framework, and targets households with children aged 0–3 years identified by the Government of Rwanda as among the most economically disadvantaged.

SM was developed by Dr. Theresa Betancourt and is co-designed and delivered through a consortium of implementing partners, including FXB Rwanda, the University of Rwanda, and Boston College, in collaboration withRwanda's National Child Development Agency (NCDA) through the Rwanda Ministry of Gender and Family Promotion (MIGEPROF). The program is delivered by a trained government volunteer workforce, Inshuti z'Umuryango (IZU), supervised by IZU Coordinators and supported by local and national PLAY Collaborative teams comprising government leaders. Through this collaborative approach, SM has achieved continuous implementation in three districts of Rwanda: Rubavu, Nyanza, and Ngoma since November 2019. 

With funding from Grand Challenges Canada under the Transitional to Scale (TTS3) initiative, FXB Rwanda is expanding SM to additional districts, including Musanze and Kirehe, while piloting a streamlined "light-touch" IZU assist model. This light-touch model reduces IZU foundational training from 10 to 5 days and IZU Coordinator training from 5 to 3 days, prioritizes digital tools over printed materials, reduces transportation and communication incentives, and shifts more implementation responsibility to local officials from the outset. The intent is to test whether SM can keep high implementation fidelity and program quality while aligning with NCDA-recommended, more sustainable training and incentive approaches.

The light-touch model has been piloted in Kirehe District, while Musanze District has implemented the original full-touch model. FXB Rwanda now seeks to commission a qualified consultant to perform a comparative qualitative assessment of these two implementations approaches to inform decisions on the design of SM's continued scale-up toward national coverage by 2035. 

FXB Rwanda therefore invites qualified and experienced Interested individual consultants or firms/organizations to submit technical and financial proposals for conducting Comparative Qualitative Data Collection: Sugira Muryango Light-Touch vs. Full-Touch Implementation Models.

Well printed original bid and properly bound headed by the letter addressed to the Executive Director  of FXB Rwanda must be submitted to the office of FXB Rwanda to the above-mentioned address no later than Friday, August 14, 2026 at 4:00P.M. Electronic copy is not allowed.
