Employment Type: Under Contract

Reports To: Coordinator

Job Responsibilities

- Establish and keep sound financial and internal control systems for the project(s) in line with the Government of Rwanda (GoR) Regulations and donor procedures.
- Ensure project funds are properly managed and flow smoothly, adequately, regularly, and predictably to meet project objectives.
- Ensure proper and timely accountability for project resources.
- Design and deliver the Project Coordinator with monthly analytical reports on the financial performance of the project(s).
- Design and deliver the Project Coordinator with quarterly analytical reports as required by donor(s).
- produce quarterly, semi-annual, annual, and other requested financial statements and reports for evaluate by the Project Coordination Unit, SPIU Director of Administration and Finance, and external auditors, in accordance with program legal agreements and the GoR financial reporting framework.
- produce annual budgets and quarterly budget revisions together with the program team, and revise them as required.
- Liaise with the Rwanda Water Resources Board to ensure timely payment of all taxes and social contributions related to donor-funded projects.
- Liaise with the Rwanda Revenue Authority (RRA) to ensure timely payment of all taxes and social contributions related to donor-funded projects.
- Liaise with the Office of the Auditor General and/or External Audit Firms and ensure timely submission of audited project financial statements to donors.
- Perform any other duties assigned by the supervisor.

Qualifications

- Master’s Degree in Accounting from a recognized university with an advanced level of either ACCA or CPA, and at least 3 years of experience in Government accounting, including the use of IFMIS, and experience as Director of Finance or Accountant for African Development Bank (AfDB)-funded projects or Government projects funded by other development partners – 3 Years of relevant experience.
- Master’s Degree in Finance from a recognized university with an advanced level of either ACCA or CPA, and at least 3 years of experience in Government accounting, including the use of IFMIS, and experience as Director of Finance or Accountant for African Development Bank (AfDB)-funded projects or Government projects funded by other development partners – 3 Years of relevant experience.

- Bachelor's Degree in Finance from a recognized university with an advanced level of either ACCA or CPA, and at least 3 years of experience in Government accounting, including the use of IFMIS, and experience as Director of Finance or Accountant for African Development Bank (AfDB)-funded projects or Government projects funded by other development partners – 3 Years of relevant experience.
