INVITATION TO BID (ITB)

TENDER FOR THE SUPPLY OF LAMBDA CYHALOTHRIN 50 EC PESTICIDE FOR THE CONTROL OF COFFEE ANTESTIA BUG (Antestiopsis spp.) IN RWANDA

The Coffee Exporters and Processors Association in Rwanda (CEPAR), through the CEPAR Fertilizer and Pesticide Fund, invites eligible and qualified bidders to submit sealed bids for the supply of 30,000 litres of Lambda Cyhalothrin 50 EC pesticide in accordance with the technical specifications provided in the bidding document.

Tender Details

Tender Title: Supply of Lambda Cyhalothrin 50 EC Pesticide

Quantity: 30,000 litres

Application Period: October 2026 (Season 2027A)

Delivery Date: On or before 30 September 2026

Delivery Terms: CIP Kigali (NAEB Warehouse, Gikondo)

• The supplier shall be tasked with transportation, insurance, customs clearance, and delivery to the NAEB Warehouse in Kigali.
• Offloading shall be the responsibility of the supplier.

Payment Terms: 100% payment upon successful delivery and acceptance of the goods.

Bid Submission Deadline:22 July 2026 at 10:00 AM

Documents Comprising the Bid

The bid shall include the following:

1.Bid Submission Letter signed and stamped by the authorized signatory.

2. Copy of a valid Trading License.

3. Original or certified copy of the Social Security Certificate (for local companies).

4. Detailed technical description demonstrating compliance with the required technical specifications.

5. Written authorization or Power of Attorney authorizing the signatory to commit the bidder.

6. anufacturer's Authorization indicating:

• Availability of the required pesticide (or expected delivery date to the NAEB Warehouse, Gikondo);
• Exact storage location of the pesticide at the time of bid submission (Country and Town of origin);
• Confirmation that delivery by 30 September 2026 can be achieved.
  The authorization must be signed and stamped by the manufacturer.

7. Financial Proposal in Rwandan Francs (RWF), clearly stating that the quoted price is All Taxes Inclusive (ATI). The words "All Taxes Inclusive" must appear explicitly on the quotation, which shall be signed and stamped.

8. Original or certified copy of an Independent Laboratory Certificate of Analysis for the pesticide.

9. Any other supporting information the bidder considers relevant to the evaluation process.
