1. The WASAC Utility invites eligible bidders to submit bids for the supply and installation of

fleet management system of WASAC vehicles as indicated in detail in the statement of

Requirements.

2. The tender documents may be obtained by interested bidder on any working day from 04/05

/2026 in WASAC Utility Purchase and supply chain office at, KN4 Av 8, HQ, 1 st Floor, Centenary

house, Nyarugenge District, Kigali City, Rwanda, e-mail: uprocurement@wasac.rw upon

presentation of proof payment of a non-refundable fee of ten Thousand Rwandan Francs

(10.000 FRW) on the Account N o 100009564367 opened at the Bank of Kigali.

3. All bids ‘‘shall’’ be accompanied by an original Bid Security from Bank or any other financial

institution of Two Million Rwandan Francs (2,000,000 Frw).

4. Well printed bids, properly bound and presented in 3 copies, one of which is the original must

reach the address mentioned above not later than 22/05/2026 at 10:00 am Local time. Late

bids will be rejected and returned unopened. The bids will remain valid for 120 days starting

from the deadline of their submission. Failure to submit three (3) copies results to the

rejection of bids.

5. Bids will be opened in the presence of bidders or their representatives who choose to attend at

22/05/2026 at 10:30 am Local time. The outer envelope should clearly indicate the tender

name and title.

6. Bidding will be conducted in accordance with WASAC procurement procedure manual.
