The Government of Rwanda, through the Ministry of Environment (MoE) has received financing from the African Development Bank toward the cost of the Forest Investment Program – Development of Agroforestry for Sustainable Agriculture in Rwanda (FIP–PRODAR) and intends to apply part of the agreed amount for this grant to payments under the contract for Procurement Expert (Technical Assistant to be part of the PIU under the auspices of the Project Coordinator.

The services included under this project are for supporting the Rwanda Forestry Authority as the project implementing Agency in procurement functions. S/he will oversee all the procedures for the procurement of goods, consulting services, and civil works, in line with the Government of Rwanda procurement procedures and guidelines and the AfDB procurement policy for a period of one year renewable subject to satisfactory performance. Additionally, the duty station shall be Rwanda.

Summary Qualifications and experience

· A minimum of t least a master's degree in Procurement, Supply Chain Management, Economics, Management, or a closely related field.

· At least minimum of Eight (8) years of total work professional experience, of which at least Five (5) years must be in public sector procurement for projects funded by multilateral organizations such as AfDB or the World Bank.

· Shall be a member of good standing of a recognized body of procurement experts

· Experience in managing procurement processes for environmental and climate change projects.

· Strong understanding and experience of Rwandan public procurement law and proven experience using the Umucyo e-procurement system.

· Excellent negotiation and communication skills.

The Rwanda Forestry Authority now invites eligible consultants to indicate their interest in providing these services. The interested individual consultant must deliver information (namely a detailed CV, demonstrating relevant qualifications, professional experience and description of similar assignments, scanned copies of academic certificates, testimonial, three references, and other relevant documents.)

Eligi...criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The individual consultant will be selected based on relevant experience, qualifications, and demonstrated capability to carry out the assignment.
