About Plan International Rwanda

Since 2007, Plan International is operating in Rwanda. Since then, Plan International Rwanda (PIR) has worked with local communities, key actors, and duty bearers to change harmful gender and social norms and legal and policy frameworks that hinder children’s full potential. Plan International Rwanda was and still advances children’s rights in Rwanda by working in strategic partnerships, coalitions, and networks with like-minded organizations.

Plan International Rwanda (PIR) invites eligible local organizations to submit Expressions of Interest (EoIs) for potential strategic partnerships under the DANIDA Strategic Partnership III (SP3) Programme (2027–2031), under development.

SP3 will be a five-year programme that seeks to contribute to sustainable youth economic empowerment through locally led, inclusive, gender-transformative and climate-responsive approaches. The programme promotes equitable partnerships that strengthen local leadership, build resilient systems, facilitate meaningful youth participation, and create sustainable pathways to employment, entrepreneurship and market inclusion.

The programme recognizes that lasting change requires collaboration among civil society organizations, government institutions, private sector actors, financial institutions and young people themselves.

The objectives:

The programme seeks to:

  • enhance access to wage employment for young people. 
  • Strengthen youth entrepreneurship and MSME growth. 
  • Increase access to market opportunities and finance. 
  • Promote green jobs and climate-smart livelihoods. 
  • Strengthen youth leadership and participation. 
  • Foster equitable partnerships between civil society, government, and the private sector. 
  • Strengthen local organizations to sustainably guide development initiatives.

Purpose of EoI: 

Currently, Plan International Rwanda is implementing several projects in partnership with local NGOs and civil society organizations and other Community-based organizations in Rwanda. 

Plan International Rwanda is seeking a prospective Implementing Partner for the implementation of our potential Strategic Partnerships III project, through complementary expertise, innovation, and locally led approaches to be implemented in the five (5) districts of Rwanda (Gatsibo, Bugesera, Nyaruguru, Huye, and Kayonza)

The purpose of the Call for Expression of Interest is to detect eligible local implementing partners to assist delivery of project components at district and community levels with a strong background and demonstrated experience in project implementation at the grass-root level in the proposed districts.

SP3 Partnership Principles:

Partnerships established under SP3 are expected to demonstrate commitment to:

  • Local leadership and locally led development 
  • Equitable partnerships and mutual accountability 
  • Meaningful youth participation and co-creation 
  • Gender-transformative programming 
  • Disability inclusion and safeguarding 
  • Green transition and climate resilience 
  • Systems strengthening and sustainability 
  • Adaptive programming and innovation 
  • Collaboration with government and private sector actors 

These principles will guide partner selection and programme implementation. 

Programme Outcomes

Implementation Partnerships established through this Call for Expression of Interest are expected to contribute to the implementation of the DANIDA Strategic Partnership III (SP3) Programme, specifically Outcome 3 and Outcome 4.

Outcome 3: Youth Economic Empowerment

Young women and men in all their diversity have improved access to decent employment, sustainable livelihoods and entrepreneurship opportunities through inclusive, market-driven and climate-responsive economic systems.

Partners are expected to contribute through interventions such as:

  • Employability and workforce readiness 
  • Technical, digital and life skills development 
  • Entrepreneurship and MSME development 
  • Business incubation and acceleration 
  • Market systems development 
  • Private sector engagement 
  • Access to finance 
  • Financial inclusion 
  • Green jobs and climate-smart livelihoods 
  • Employment placement and employer partnerships 

Outcome 4: Local Leadership, Systems Strengthening and Enabling Environment

Local organizations, youth-led groups, civil society, government institutions and private sector actors demonstrate strengthened leadership, influence and capacity to create an enabling environment for sustainable youth economic empowerment.

Partners will contribute through:

  • Youth leadership and participation 
  • Institutional strengthening 
  • Capacity development of local organizations 
  • Policy dialogue and advocacy 
  • Coalition and network building 
  • Social accountability 
  • Public-private partnerships 
  • Systems strengthening 
  • Evidence generation and learning 
  • Scaling locally led solutions

Target Beneficiaries

Plan International Rwanda seeks partners with demonstrated experience working with a diverse and balanced mix of young people, recognising that sustainable economic empowerment requires inclusive programming that reaches those facing different forms of exclusion.

Priority target groups include:

  • Young women and men
  • Young people not in employment, education or training
  • Young entrepreneurs and start-ups 
  • Youth-owned MSMEs 
  • Rural and urban youth 
  • Young people with disabilities 
  • Refugees and host communities 
  • Young mothers and other vulnerable youth 
  • Women-led enterprises 
  • Youth cooperatives and producer group

Applicants should demonstrate how their programming intentionally promotes gender equality, disability inclusion, safeguarding, and meaningful youth participation.

Priority Areas for Partnership

Plan International Rwanda will prioritize organizations with demonstrated expertise in delivering integrated Youth Economic Empowerment (YEE) interventions that respond to the objectives of SP3. 

The EoI seeks partners capable of providing holistic and innovative solutions that combine employability and skills development, entrepreneurship assist, private sector engagement, and market systems approaches to create sustainable pathways to decent employment, enterprise growth, and economic resilience for young people. Traditional trades will not be considered.

Eligible Applicants

This Call for proposal targets organizations with demonstrated experience in Youth Economic Empowerment and systems strengthening. The call will prioritize organizations with proven capacity to execute multi-year donor-funded programmes, engage the private sector, and operate within the selected districts.

Submission Requirements

Applicants shall mandatory submit all the elements as below:

  1. Applicants are expected to submit a Concept Note describing their proposed technical approach, contribution to SP3 Outcomes 3 and/or 4, implementation methodology, target groups, comparative advantage, geographic coverage, partnerships, sustainability strategy and indicative budget assumptions.
  2. Organizational Registration Certificate. 
  3. Governance Structure. 
  4. Audited Financial Statements (last two years, where available). 
  5. Organizational Policies (Safeguarding, Anti-Fraud, HR, Procurement, Board Minutes). 
  6. List of similar assignments, donors and funding budget and the funding period. 
  7. References from previous donors or partners. 
  8. Signed Code of Conduct.

Submission: 

  • Google form for submission is attached here. Please note that no application will be received by email, only through this google form.
  • In the Google form you will have to answer questions and submit documents:
  • Concept Note Submission: Please use this link (Annex B – Concept Note Template)to download a specific template for the concept note submission. When complete, you will have to upload that concept note in the Google form. Plan International Rwanda will not analyze your application if you use a different template for your concept note.
  • All other supporting documents as mentioned above will have to be uploaded and attached to the Google form. If one document is missing, your application will not be considered. Please ensure you check that you uploaded all the required documents.
  • The submission deadline for the Google form is August 3rd, 2026
  • Please note that; Applicants can indicate a budget range and high-level resource assumptions. The final budget will be developed collaboratively with shortlisted partners during the co -design phase following funding approval.

Selection Process:

An evaluation committee will assess applications to detect an implementing partner that have the relevant skills & capacities and comparative advantage to assist the achievement of results described in this Call for Expression of Interest.

It should be noted however that participation in this Call for Expression of Interest does not guarantee selection for partnership with Plan International Rwanda.

Only successful organizations will be contacted through the official Plan International Rwanda Email.

Based on the availability of funds and approval of the SP3 project, Plan International Rwanda reserves the right to accept or reject any Expression of Interest and to cancel the selection process and reject all Expression of Interest at any time, without thereby incurring any liability to the affected Implementing Partners.
