Terms of Reference for Development of a Comprehensive Child Rights and Protection Education (CCRPE) Manual and Facilitator Guide for Children, Adolescents and Young People (0–18 Years).

1. Background and Rationale 

Children’s right to survival, development, protection, and participation is fundamental to sustainable development and is protected under the United Nations Convention on the Rights of the Child and Rwanda’s national child protection legal and policy frameworks.

In Rwanda, child protection is strengthened through collective responsibility involving families, parents, caregivers, teachers, community members, Child Protection Committees, Community-Based Child Protection Mechanisms (CBCPMs), civil society actors, and government institutions. Despite strong systems, children continue to face multiple protection risks including:

  • Violence against children (VAC) 
  • Neglect and emotional abuse 
  • Harmful practices 
  • Peer violence and bullying 
  • Online risks and exploitation 
  • Gender-related protection risks 
  • Psychosocial vulnerabilities 

Preventing violence and strengthening protection requires continuous, structured education that empowers children while simultaneously strengthening the protective capacity of adults and community systems surrounding them. 

Plan International Rwanda implements integrated programming on child rights, child protection, early childhood development, adolescent empowerment, education, and community protection systems. However, education materials currently exist across different projects and partners without a unified structure.

There is no standardized national-level education manual that:

  • Places child rights at the centre, 
  • Integrates violence prevention within broader child protection, and 
  • Guides facilitators on working with children and the key protective actors surrounding them using a Social Ecological Model approach. 

To address this gap, Plan International Rwanda seeks to create a Comprehensive Child Rights and Protection Education Manual, accompanied by a Facilitator Guide, designed as a flagship technical resource for all actors facilitating child rights and protection education for children aged 0–18 years.

2. Purpose of the Assignment

The purpose of this consultancy is to create a comprehensive, standardized, and age-appropriate Child Rights and Protection Education Manual and Facilitator Guide that strengthens:

  • Children’s awareness of their rights 
  • Protective behaviours and resilience 
  • Prevention of violence against children 
  • Positive caregiving and protective environments 
  • Community responsibility for child protection 

The Manual shall serve as a unified education framework usable across schools, communities, ECD settings, and child protection programming platforms.

3. Overall Objective

To create a comprehensive Child Rights and Protection Education Manual grounded in the Social Ecological Model, integrating Violence Against Children prevention and equipping facilitators with practical guidance to engage children and key protection stakeholders effectively.

4. Specific Objectives

The consultancy will:

1. create a Comprehensive Child Rights and Protection Education Manual centered on child rights realization and child protection strengthening for children aged 0–18 years. 

2. Integrate Violence Against Children prevention as a core protection component within child rights education. 

3. Design structured education approaches aligned with the Social Ecological Model, addressing: 

  • Children and adolescents 
  • Parents and caregivers 
  • Teachers and education actors 
  • Community members and leaders 
  • CBCPMs and protection committees 
  • Service providers and institutions 

4. create a practical Facilitator Guide providing differentiated facilitation guidance for engaging each stakeholder group safely and effectively. 

5. create Monitoring, Evaluation and Learning (MEL) tools supporting standardized implementation and quality assurance. 

5. Scope of Work

5.1 Desk evaluate and Evidence Mapping

The consultant will evaluate and refer to:

  • Existing life skills, ECD, and adolescent programming materials 
  • Plan international community protection models like CoC, BLOOM, PUP.

5.2 Development of the Child Rights and Protection Education Manual

The consultant will create one consolidated Manual structured around the Social Ecological Model.

The Manual shall:

  • Place child rights and protection as the central framework 
  • Integrate violence prevention within broader protection strengthening 
  • Define clear competency-based learning outcomes 
  • deliver age-appropriate education pathways for children 0–18 years 
  • Include structured session content and learning activities 
  • Promote meaningful child participation 
  • deliver contextual adaptation guidance for Rwanda settings 

The Manual shall include distinct education components for:

1. Children and Adolescents

Age-appropriate learning sessions strengthening:

  • Understanding of rights 
  • Personal safety awareness 
  • Protective behaviours 
  • Help-seeking and reporting 
  • Participation and leadership 

2. Parents and Caregivers

Guidance on:

  • Positive parenting and masculinity (men engagement) 
  • Non-violent discipline 
  • Child development and protection responsibilities 
  • Creating safe home environments 

3.  Teachers and Education Actors

Sessions addressing:

  • Protective learning environments 
  • Early identification of protection concerns 
  • Supporting child participation 
  • Referral responsibilities 

4. Community Members and Leaders

Content focused on:

  • Community responsibility for child protection 
  • Prevention of violence and harmful practices 
  • Social norm change 
  • Community accountability mechanisms 

5. CBCPMs and Child Protection Structures

Guidance on:

  • Community surveillance and prevention

5.3 Development of the Facilitator Guide

The Facilitator Guide will deliver practical implementation guidance including:

  • Child-centred facilitation approaches 
  • Age-appropriate communication methods 
  • Ethical engagement with children 
  • Managing disclosures safely 
  • Referral and reporting pathways 
  • Guidance for facilitating sessions with: Children, Caregivers, Teachers, Community structures Protection committees.

The Guide shall clearly differentiate facilitation approaches according to stakeholder group.

13. Required Consultant Firm Profile

The consulting firm shall demonstrate:

  • Team members should pose advanced degrees in social work, education, development studies, law and other relevant academic fields. 
  • Proven expertise in child rights and child protection programming 
  • Experience developing programmatic thematic areas curricula or national manuals 
  • Strong understanding of Social Ecological Model applications specifically for child protection. 
  • Demonstrated experience integrating Violence Against Children prevention 
  • Multidisciplinary team (child rights, protection, education, facilitation specialists) 
  • Excellent research, facilitation, and technical writing capacity 

14. Payment Modalities

Payments will be made upon satisfactory completion and approval of agreed deliverables as follows:

  • 30% upon approval of the Inception Report and detailed workplan. 
  • 40% upon submission and approval of the Draft Child Rights and Protection Education Manual and Facilitator Guide. 
  • 30% upon submission, validation, and approval of the final designed Manual, Facilitator Guide, and power point presentation and all agreed deliverables.

  1. Copy of Registration certificate/RDB certificate
  2. VAT certificate
  3. RRA and RSSB valid tax clearance

17. . Technical proposal to include:

Requirements for the format of the bid; The structure of the offer must correspond to the structure of the TOR. It must be legible (font size 11 or larger) and clearly formulated. The offer is drawn up in English. With the following:

  1. A Cover letter expressing interest in this assignment;
  2. A Two-page Consultant’s understanding of the TOR;
  3. Proposed methodology, activities and expected outcomes;
  4. Ethics and child safeguarding approach, including any identified risks and associated mitigation strategies
  5. A financial proposal with a detailed budget breakdown in Rwandan Francs (RWF)and all taxes inclusive.
  6. A detailed activities schedule/work plan with a time frame (including a Gantt chart);
  7. Copy of CVs of all the key experts who will undertake the assignment;
  8. Three previous examples of similar work from well-recognized organizations/INGOs proven by the submission of 3 good completion certificates.
