Feasibility Study for Construction/Renovation of Maternal and Neonatal Units at Kabaya and Gisenyi District Hospitals

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. CHAI does not operate stand-alone programs, nor does it build parallel health systems. Rather, CHAI works at the invitation and in assist of governments. We focus on large-scale impact and have secured lower pricing agreements for treatment options in more than 70 countries. The Government of Rwanda has received a grant from the Beginnings Fund (BF), aimed at sustainably reducing maternal and newborn mortality. The grant finances maternal and newborn health (MNH) programs and interventions proven to save lives during pregnancy, birth, and the first month of life, including an infrastructure development component to construct, renovate, and equip maternal and neonatal units at Kabaya District Hospital (Ngororero District) and Gisenyi District Hospital (Rubavu District).

The project will be implemented by the Government of Rwanda through the Rwanda Biomedical Centre (RBC), the implementing arm of the Ministry of Health mandated to oversee healthcare technology and infrastructure across all healthcare facilities nationwide in collaboration with CHAI. It will involve constructing a new maternity and neonatology unit, including an operating theatre, at Kabaya District Hospital, and constructing/renovating the neonatology unit at Gisenyi District Hospital, in alignment with Ministry of Health policies and standards.

The renovated/constructed units will be equipped with the required medical and non-medical equipment, with the project aiming to strengthen critical health system enablers, enhance service delivery capacity, and reduce maternal and newborn mortality in the two catchment areas.

Therefore, CHAI Rwanda seeks to engage a qualified consultancy firm with expertise in engineering, architecture, and environmental and social safeguards to perform a Feasibility Study for the Construction/Renovation of Maternal and Neonatal Units at Kabaya and Gisenyi District Hospitals, including a standalone Environmental and Social Impact Assessment (ESIA) for each facility. Further details regarding the scope of work, deliverables, and requirements are outlined in the attached Request for Proposals (RFP).

Application submission

Interested candidates should submit their technical and financial proposals in English, to rwandaprocurement@clintonhealthaccess.org not later than October 5th, 2026, not later than 05:00 PM local time. Technical and financial proposals must be submitted as separate, clearly labelled files, quoting the reference "Feasibility Study, MNH Units Kabaya and Gisenyi" in the subject line. Only shortlisted candidates will be contacted.

Mandatory Site Visit

A mandatory joint site visit to Kabaya and Gisenyi District Hospitals will take place from September 23–24, 2026, departing from the Rubavu District Head Office at 9:00 AM local time. Attendance is mandatory: offerors must obtain and submit a certificate of site visit as part of their eligibility documents; proposals submitted without proof of attendance will not be considered.

Interested consultants are requested to adhere to the deadline, applications submitted after the deadline will be automatically rejected. 

Any questions/concerns/clarifications related to this tender should be addressed to CHAI Rwanda procurement Office through rwandaprocurement@clintonhealthaccess.org not later than 7 days before the deadline for submission. Any questions/concerns/clarifications received after this deadline will not be considered.
