Background

The International Gorilla Conservation Program (IGCP) is a coalition of three leading international conservation organizations (Conservation International, Fauna & Flora and WWF) which was formed with the mission to protect the mountain gorillas and their habitat in the Democratic Republic of Congo, Rwanda, and Uganda. The programme works in close partnership with the Protected Area Authorities of the three countries; Institute Congolais pour la Conservation de la Nature (ICCN) in Democratic Republic of Congo (DRC), Rwanda Development Board (RDB) in Rwanda and Uganda Wildlife Authority (UWA) in Uganda.

International Gorilla Conservation Programme (IGCP) is implementing community projects to strengthen ecosystem-based adaptation and conservation efforts as well as assist communities in human-wildlife interface hotspots to mitigate zoonotic disease spillover risk and oversee coexistence with great apes and other wildlife. These initiatives assist park-edge communities around Volcanoes National Park (VNP) in Rwanda to enhance climate resilience, ecosystem protection and restoration, prevent disease outbreaks, thus contribute to community wellbeing and sustainable mountain gorilla conservation.

In this regard, IGCP intends to establish greenhouses for both demonstration and commercial vegetable production as an income-generating initiative, while promoting Ecosystem-based Adaptation (EbA). Through the use of controlled growing environments, the project aims to enhance the resilience of vulnerable communities and local food systems to climate variability and related environmental challenges. Accordingly, IGCP invites eligible, competent, and reputable national bidders to submit proposals for this tender. This Call for Proposals (CFP) is open, on equal terms, to all qualified companies that meet the specified requirements and are duly registered in Rwanda. 

Since the greenhouses will be managed daily by community members around VNP and directly benefit them, the contractor will be required to collaborate with IGCP-partner Community Based Organizations (CBOs) during the establishment process, whenever possible. This approach aims to strengthen local capacity, foster community ownership and ensure long-term project sustainability.

Tender specifications and scope of work

The assignment involves structural design, material supply, site preparation and construction of greenhouse structures in the Sectors from 4 Districts adjacent to VNP: Burera, Musanze, Nyabihu and Rubavu. Greenhouses are intended for demonstration and commercial production purposes under protected agriculture conditions, fully equipped and ready for intensive vegetable production. The contractor shall carry out, but not be limited to, the following activities: 

Component 1. Site preparation and earthworks 

  • perform site assessment and verification 
  • Clear vegetation, debris, and unwanted materials 
  • Grade and level the site 
  • Construct access pathways as required 
  • Establish proper rainwater drainage around the greenhouses 

Component 2. Supply of construction materials 

  • Supply of greenhouse frames, irrigation equipment, water storage facilities, and related materials necessary to ensure the greenhouses are fully operational and compliant with the technical specifications provided in the tender document 
  • Delivery to designated project sites 

Component 3. Construction and installation works 

  • Mobilize personnel and equipment 
  • Excavate, construct and complete a continuous elevated stone masonry foundation along the entire perimeter of the greenhouse structure 
  • Raising the foundation wall to a minimum height of 40 – 60 cm above finished ground level to prevent surface water ingress and enhance greenhouse durability 
  • Assembly and installation of greenhouse infrastructure 
  • Installation of irrigation and water management systems 
  • Quality assurance and compliance with safety standards 

Greenhouse technical specifications

1. Description 

Greenhouse structures at different sites in Nyabihu, Musanze and Burera Districts, each measuring 8 meters x 30 meters (240 m² per unit), fully equipped and ready for crop production, including irrigation and water storage system. The greenhouse size may be adjusted based on the available land area and site configuration. 

The greenhouse shall be designed for intensive vegetable production under protected agriculture conditions with all four greenhouses complying with the same technical specifications explained in this document.

All structural components must be made of high-quality galvanized steel to ensure durability and resistance to corrosion. 

3.1 Vertical Posts

  • Thickness: 2 mm 
  • Quantity: 22

3.2 Arches 

  • Material: Galvanized circular hollow steel 
  • Diameter: 38–40 mm 
  • Thickness: 2 mm 
  • Quantity: 11 pieces 

3.3 Internal & External assist Cables 

  • Material: Galvanized steel 
  • Thickness: 3–5 mm 
  • Total Length: 165 meters 
  • Use: Internal and external structural reinforcement 

4. Greenhouse Covering Materials 

4.1 Roof Cover 

  • Material: UV-treated greenhouse polyethylene film 
  • Thickness: 200 microns 
  • Coverage: Approximately 700 m² 

4.2 Side Netting 

  • Material: Insect-proof net 
  • Mesh Size: 50 mesh 
  • Shade Effect: 25% 
  • Coverage Area: Approximately 320 m² 
  • Must allow airflow while preventing pest entry 

5. Water Management System 

5.1 Rainwater Harvesting Gutters 

The structure must include a system for harvesting rainwater from the greenhouse infrastructure and channeling it to the water storage tanks on site. The rainwater will be the main source of water for the greenhouses, but the system needs to be connected to the public water service.

5.2 Water Storage Tank and Stand 

  • Tank capacity: 5000 Liters 
  • Tank stand:

o Coated against corrosion 

  • Includes welding works and secure anchoring 

6. Irrigation System 

The greenhouse must be supplied with a complete drip irrigation kit suitable for 240 m². 

Specifications: 

  • Drip tape thickness: 8 mil or above 
  • Maximum flow rate: 12 m³/hour 
  • Maximum working pressure: 8 bar 
  • Includes: 

o Irrigation filter 

o All required connectors and accessories 

o Valves and pressure control components 

o Full installation and testing 

With the system must ensuring uniform water distribution across all planting rows. 

7. Crop assist System (Trellising) 

  • Square galvanized posts: 50mm x 50mm
