1. The Government of Rwanda has applied for financing from the African Development Bank hereinafter called the Bank toward the cost of the Enhancing E-Mobility Charging Infrastructure in the City of Kigali, and intends to apply part of the proceeds toward payments under the contract for Supply of 34 Electric Buses “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

2. The Rwanda Transport Development Agency now invites sealed Bids from eligible Bidders for Supply of Thirty-Four (34) fully electric city buses (8 m urban, per Ecofleet Technical Specification ECO-BUS-SPEC-002 v2.0), including mandatory spare parts, on-board technology packages (Annexes A and B), driver and technical training, and all related services. Delivery: DDP Kigali, Kicukiro, Gahanga. Delivery period: within 4 months of Contract Effective Date. No margin of preference applies.

3. Bidding will be conducted through the Open Competitive Bidding (International), (OCBI) method as specified in the Bank’sProcurement Framework[the Procurement Policy for Bank Group Funded Operations, dated October 2015], and is open to all eligible bidders as defined in the Procurement Framework..

4. Interested eligible Bidders may obtain further information fromRwanda Transport Development Agency (RTDA), Email: procurement@rtda.gov.rwand inspect the Bidding document during office hours from 9:00AM to 5:00PM local time at the address given below.

5. The bidding document in English may be obtained free of charge by interested eligible Bidders upon the request sent to above email. The bidding document will be sent by email

6. Bids must be delivered to the address below on or before16/10/2026 at 10:00 a.m., local time (8:00 GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on the same day, at 10:30 A.M local time (8:30 GMT)

7. All Bids All Bids must be accompanied by a Bid Security of Sixty Two Billion Rwandan Francs (Frw 62,000,000) or its equivalent in a freely convertible currency

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document
