Reports To:
Coordinator of International Crimes Prosecution

JOB RESPONSIBILITIES

  1. deliver expert legal guidance and oversight on cases transferred, extradited or deported to Rwanda from ICTR/IRMCT and national jurisdictions.
  2. Ensure compliance with proper due process standards and international legal norms.
  3. help with case preparation, strategy development, and legal analysis.
  4. evaluate indictments and international arrest warrants pertaining to international crime cases.

Liaison and Representation:
5. When instructed, act as a liaison between the NPPA and other relevant stakeholders both domestically and internationally.
6. Engage with government ministries, NGOs, and international agencies.
7. produce and draft correspondence to various international agencies and embassies regarding international crimes.
8. Attend and present at conferences, workshops, and trainings as required.
9. Represent the NPPA in international forums and collaborations related to international crimes.

Research and Analysis:
10. perform thorough research on international criminal law and related jurisprudence.
11. deliver legal opinions, memos, and reports as requested by the Coordinator of the International Crimes Department and Prosecutor-General.

Case Management and Preparation:
12. help with the preparation of cases, including drafting legal briefs, organizing evidence, and managing disclosure practices.
13. help with witness-proofing practices and assist trial teams in pre-testimony preparation.

Capacity Building and Network Establishment:
14. help with the establishment of the East African Genocide/International Crimes Network.
15. deliver technical expertise and contribute to capacity-building initiatives within the ICD.

QUALIFICATIONS

  • Master's Degree in Law — 5 Years of relevant experience
  • PhD in Law — 3 Years of relevant experience
  • Master’s Degree in Criminal Law — 5 Years of relevant experience
  • Masters of Laws in International Human Rights — 5 Years of relevant experience
  • Master's degree in international criminal law — 5 Years of relevant experience
  • PhD in International Criminal Low — 3 Years of relevant experience
  • PhD in International Human Right Low — 3 Years of relevant experience
  • PhD in Criminal Low — 3 Years of relevant experience

REQUIRED CERTIFICATES

  • Diploma in legal practice

REQUIRED COMPETENCIES AND KEY TECHNICAL SKILLS

  • Research and analytical skills
  • Good interpersonal communication skills and ability to collaborate with others under pressure & solve problems
  • Confidentiality, ethical and teamwork skills;
  • Excellent Communication Skills
  • Proficiency in written and spoken English, Kinyarwanda or French.
  • Experience in working with Local Government, (I)NGOs or Development Partners is required.
