Request for Proposal for Audit Services for ATL Group Consolidated Accounts

REQUEST FOR PROPOSAL 

Letter of Invitation (LOI)

Aviation Travel and Logistics Holding Limited (ATL) is a holding company established by the Government of Rwanda in October 2015 with the mission of managing aviation-related activities including travel, logistics, ground, freight and cargo handling, as well as charter services.

ATL has three subsidiaries that help position Rwanda as a regional aviation hub for tourism, cargo and logistics-related activities. These subsidiaries are Rwandair Ltd, Rwanda Airports Company Ltd (RAC) and Akagera Aviation Ltd. 

ATL (Hereinafter referred to as “Client”) hereby invites proposals from competent consultant firms for the provision of Audit services. The assignment covers the audit of ATL's separate financial statements as well as the consolidated financial statements comprising ATL and its subsidiaries for the years ending 30th June 2026, 30th June 2027 and 30th June 2028. However, the audits of the years ended 30th June 2027 and 30th June 2028 shall be considered upon satisfaction of the quality of work resulting from the audit of the year ended 30th June 2026.

More details are provided in the Terms of Reference attached. This Request for Proposal (RFP) has been addressed to all national eligible Audit firms.

All bids shall be accompanied by a “bid security worth to Rwanda francs, Five Hundred Thousand (Rwf 600,000)” and proof of payment of a non-refundable fee of Ten Thousand Rwandan francs (RWF 10,000) deposited to an account titled “Rwanda Revenue Authority” opened in all commercial banks of Rwanda. 

All bids will be submitted at the ATL office at Career Center Building, 6th floor, no later than August 11th, 2026, at 10:00 am (Local Time) as specified in the Instructions to Bidders, Bid Data Sheet. Late bids shall be rejected.

The Firms will be selected under “Quality and Cost Based Selection method” (QCBS).

ATL reserves the right to cancel this tender at any stage before a contract is signed. All costs related to preparation and submission of the proposal shall be borne by the Supplier.
