Context of the Position

SOS Children’s Villages Rwanda is an independent member association affiliated with the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of care tailored to orphans, vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operates in four programme areas based in Gasabo, Gicumbi, Kayonza and Nyamagabe Districts.

To further fulfil its mission and assist the implementation of the Tegura Ejo (EduCare) Project, SOS Children’s Villages Rwanda seeks to recruit two (02) competent and results-oriented Project Coordinators to organize project implementation in Nyamagabe, Musanze and Huye Districts.

The Tegura Ejo Project is an integrated initiative that aims to enhance children's educational outcomes and overall well-being through a child-centred approach that combines Family Strengthening, Remedial Learning, Mental Health and Psychosocial assist (MHPSS), and Adolescent Sexual and Reproductive Health and Rights (ASRHR). Working closely with government institutions, schools, health facilities and community structures, the project seeks to strengthen local systems that sustainably assist vulnerable children and their families.

MISSION OF THE POSITION

JOB PURPOSE

The Project Coordinator will be tasked with the overall coordination, planning, implementation, monitoring and reporting of the Tegura Ejo (EduCare) Project to make sure that all project activities are delivered efficiently, on schedule, within budget and in compliance with SOS Children’s Villages Rwanda policies, donor requirements and the approved project framework.

The incumbent will deliver day-to-day technical and operational coordination of project interventions across the three project pillars, ensuring effective collaboration with government institutions, implementing partners, schools, health facilities and community structures to achieve the project's intended outcomes.

Main responsibilities

The Project Coordinator shall be tasked with the following duties:

  • organize the planning, implementation, supervision and monitoring of all project activities across Nyamagabe, Huye and/or Musanze Districts.
  • organize implementation of activities under the Family Strengthening, Remedial Learning, MHPSS and ASRHR components to ensure integrated service delivery.
  • make sure that project implementation remains aligned with approved work plans, budgets, donor agreements and project targets.
  • produce activity budgets, budget revisions and expenditure forecasts in collaboration with the Project Accountant and track budget utilization.
  • and ensure efficient and accountable use of project resources.
  • produce high-quality quarterly, annual and donor narrative reports within agreed timelines.
  • Work closely with the Monitoring, Evaluation and Learning (MEL) team to track project indicators, analyse progress and assist adaptive project management.
  • organize baseline studies, reviews, evaluations and learning activities, including the work of external consultants where applicable.
  • Ensure timely collection, verification and reporting of project data in accordance with organisational and donor requirements.
  • Strengthen collaboration with the Rwanda Basic Education Board (REB), National Examination and School Inspection Authority (NESA), Ministry of Education (MINEDUC), Rwanda Biomedical Centre (RBC), Ministry of Local Government (MINALOC), National Child Development Agency (NCDA), district authorities and other key stakeholders.
  • keep effective working relationships with schools, School Management Committees (SMCs), School General Assembly Committees (SGACs), health facilities, Inshuti z'Umuryango and other community structures.
  • Represent SOS Children’s Villages Rwanda in Joint Action Development Forum (JADF), Technical Working Groups (TWGs), district coordination meetings and other relevant stakeholder forums.
  • organize capacity-building activities for teacher mentors, caregivers, Inshuti z’Umuryango (IZUs), social welfare actors, community volunteers and project partners.
  • make sure that safeguarding, gender equality, disability inclusion and accountability to affected populations are integrated throughout project implementation.
  • track project risks and recommend appropriate mitigation measures.
  • Document best practices, innovations and lessons learned to promote continuous learning and program improvement.
  • Supervise and deliver technical guidance to field staff to ensure quality implementation and effective performance.
  • Promote collaboration and synergy with other SOS Children’s Villages Rwanda programs and projects.
  • Perform any other duties assigned by the Project Manager.

  • Achievement of project outputs, outcomes and performance indicators.
  • High-quality donor and organizational reports submitted within agreed timelines.
  • Effective coordination of integrated Family Strengthening, Remedial Learning, MHPSS and ASRHR interventions.
  • Efficient utilisation and management of project resources.
  • Strong collaboration with government institutions, schools, health facilities and community structures.
  • Compliance with SOS Children's Villages Rwanda policies, donor regulations and safeguarding standards.
  • Effective supervision and assist of project staff.
  • Quality monitoring, documentation and utilisation of project data for decision-making.
  • Increased visibility, learning and sustainability of project interventions.

Required qualifications

  • Bachelor’s degree in education, Project Management, Development Studies, Social Work, Community Development, Psychology, Public Health, Sociology, Business Administration or another relevant field.
  • A master’s degree in a relevant discipline will be an added advantage.
  • At least three (3) years of progressively responsible experience coordinating donor-funded development projects.
  • Demonstrated experience implementing integrated programs in education, child protection, family strengthening, community development, health or related sectors.
  • Experience working with government institutions and development partners.
  • Having a driving permit Category A will be an added advantage.

Required competencies

  • Good understanding of project cycle management and Results-Based Management (RBM).
  • Understanding of Rwanda's education, child protection, social protection and health systems.
  • Ability to create, track and report on project indicators.
  • Strong financial planning and budget monitoring skills.
  • Excellent report writing and documentation skills.
  • Strong stakeholder engagement, networking and partnership-building skills.
  • Ability to organize multidisciplinary teams and work under minimum supervision.
  • Good facilitation, coaching and mentoring skills.
  • Excellent computer skills, including Microsoft Word, Excel and PowerPoint.
  • Excellent written and spoken English and Kinyarwanda are required. Knowledge of French is an added advantage.
  • Commitment to child safeguarding, diversity and inclusion.
