Both parties signed a Joint Venture-JV and Engineering Procurement and Construction-EPC agreements on February, 23rd 2019 to initiate Gabiro Agribusiness Hub Project Phase I (5600/15600 Ha). The project shall cover Karangazi and Rwimiyaga sector, of Nyagatare district. Phase II of the project is expected to extend to both north and south parts of phase I reaching to Gatsibo District.

About the position

Job Title: Human Resources Specialist

Reporting to: Chief Financial Officer

Contract Terms: Open Ended

The Human Resources Specialist will play a key role in supporting the growth and institutional development of GAH Ltd by strengthening human resource systems, promoting a positive organizational culture, and driving effective talent management practices within a dynamic and fast-evolving environment.

The successful candidate will assist the organization in attracting, developing, and retaining high-performing talent while ensuring that HR policies, processes, and practices align with the company’s strategic objectives and operational needs.

This position is ideal for a proactive, adaptable, and solutions-oriented HR professional who thrives in fast-paced and performance-driven environments and is passionate about people development, organizational effectiveness, and building sustainable systems that assist long-term institutional growth.

Key Responsibilities

1. Talent acquisition & Workforce planning

  • guide end-to-end recruitment processes, including job postings, screening, interviewing, and onboarding. 
  • Design and execute innovative strategies to attract and retain high-quality talent. 
  • Collaborate with department heads to anticipate staffing needs and build a strong talent pipeline. 

2. Employee relations & Culture development

  • Serve as a link between management and employees, fostering a positive and productive work environment. 
  • Address employee concerns, oversee grievances, and assist conflict resolution. 
  • Champion a strong organizational culture anchored in accountability, collaboration, and performance. 

3. Performance management

  • create, execute, and continuously enhance performance management systems. 
  • assist managers in setting KPIs, conducting performance appraisals, and managing underperformance. 
  • Promote a results-driven culture through continuous feedback and employee engagement. 

4. Learning & development

  • detect training needs and organize professional development programs. 
  • assist career development initiatives and succession planning. 
  • Encourage continuous learning aligned with organizational goals. 

5. HR policies, compliance & administration

  • create, evaluate, and execute HR policies and procedures in line with Rwanda labor laws and best practices. 
  • Ensure compliance with statutory and regulatory requirements. 
  • keep accurate HR records and documentation. 

6. Compensation & benefits

  • assist the administration of employee compensation and benefits programs. 
  • Ensure competitiveness, fairness, and alignment with organizational objectives. 

7. HR analytics & Strategic assist

  • Track, analyze, and report on HR metrics to inform decision-making. 
  • deliver insights on workforce trends, retention, and performance. 
  • assist leadership in aligning HR strategies with broader organizational goals. 

Qualifications and experience

  • Bachelor’s degree in Human Resources, Business Administration, or a related field. 
  • Minimum of five (5) years of progressive HR experience in a startup or fast-paced private sector environment. 
  • Proven experience in recruitment, employee relations, and performance management. 
  • Demonstrated ability to build organizational culture and execute HR systems. 

Key competencies

  • Strong interpersonal and relationship-building skills. 
  • Excellent communication and conflict resolution abilities. 
  • High level of adaptability and problem-solving capability. 
  • Strong understanding of Rwanda labor laws and HR best practices. 
  • Analytical mindset with ability to interpret HR data and metrics. 
  • Ability to operate both strategically and hands-on in a dynamic environment.
