Position: Field Operations Manager - AIM Programme
Job Location:  Field Office (any of Muhanga, Ruhango, Nyanza, Huye, Nyamagabe & Nyaruguru Districts)

About the AIM Program:

The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to enhance lives and livelihoods. It currently operates in seven African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda, Ghana, and Kenya. Based on the AGYW age, needs, and circumstances, AGYW are placed on one of two pathways in the AIM program: an education pathway or a livelihood pathway.

About the Role:

Reporting to the Program Manager - AIM, the Field Operations Manager will be in charge of ensuring effective implementation of the flagship program under the MasterCard Foundation-BRAC International partnership in BRAC Rwanda. S/he will assist the Program Manager to oversee, execute and oversee the roll-out of planned activities at the community level to ensure growth and quality objectives. This will involve planning, monitoring, supervision and execution of all project activities, including training, community mobilization, procurement and distribution of inputs to program participants, linkage activities, and stakeholder engagement. The role will also help strengthen the supervision framework for field staff and make sure that staff deliver planned activities on time and budget.

Key Responsibilities:

Oversee program implementation & monitoring:

  • organize with program staff to ensure timely implementation of monthly, quarterly and yearly activity plans as per program design and budget
  • assist Regional Managers, Branch Managers, and Program Officers to ensure timely project rollouts, including assisting with planning and management of the delivery of activities, trainings and procurement
  • deliver assist to strengthen supervision framework to ensure quality program delivery
  • Ensure internal monitoring within the program to assess the quality of service delivery, data collection and integrity and documentation in branch offices
  • oversee and strengthen MIS, program/management data collection and reporting
  • deliver assist to troubleshoot operational issues as they arise
  • perform track visits to branch offices as required

oversee recruitment and staff training:

  • assist recruitment of field staff and ensure staff onboarding, orientation and training
  • assist Branch Managers and program Officers to organize and perform all trainings as per training modules, schedules and budget
  • oversee capacity development of program staff, detect capacity gaps and regularly communicate operational issues to the Program Manager.

assist procurement and budget control:

  • Establish guidelines for procurement and oversee the procurement of assets/inputs and ensure fulfilment of financial and procurement protocols.

deliver coordination and communication assist:

  • perform monthly meetings with Regional Managers, Branch Managers and program Officers and proactively report any observation that may affect program implementation to senior management for follow up and guidance.
  • Consolidate the monthly, quarterly and yearly project progress reports flagging any critical issue to program Manager
  • perform weekly field visits and regular learning meetings and guide field teams accordingly
  • organize with Technical Specialists, Operational Supervisors and Monitors
  • Build and keep relationships with the key national level stakeholders.

Safeguarding responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
  • Act as a key source of assist, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Major Challenges:

  • Use of digital tools, identifying quality club spaces, selection of potential mentors, and community mobilization.

Key Performance Indicators (KPIs):

  • A functional work plan for the field activities and proper budget administration
  • Number of AGYW (adolescent girls and young women) enrolled into AIM
  • Number of AGYW with increased agency and voice to make decisions and act on critical life choices.
  • Reduction in teenage pregnancy among program participants
  • Reduction in GBV incidents (including early marriage) reported by girls and women 
  • Percentage of AGYW that have increased monthly gross income
  • Percentage of AGYW reported to have control over their income (ability to decide how to use or invest the money they earn through self or wage employment)
  • Percentage of AGYW that use their saving (don’t borrow or sell assets) to cope with shocks
  • Number of AGYW that are in leadership positions at the community level in economic or social groups
  • Number of AGYW participating in networks advocating for their rights.
  • Number of AGYW that receive financial literacy and life skills training
  • Number of AGYW that have received livelihood kits and are active in business
  • Number of boys and men enrolled to assist the empowerment of AGYW
  • 100% compliance to the performance management system board timeline expectations and leave guidelines.

Academic Qualifications:

  • Bachelor’s degree in Bachelor's Degree in Sociology/Operations Management/Agriculture/International Development/Economics/Development Studies or related field.

Required Experience Qualifications:

  • 6 or more years of experience managing field operations and large field teams.
  • Previous experience working with ultra-poor and marginalized communities to execute integrated development programs including microfinance, graduation, livelihood, agricultural and food security, and/or girl’s and women’s empowerment programs.
  •  Prior experience in facilitating trainings, orientation and onboarding for field staff and consultants.
  • Experienced in working with partner NGOs and in establishing effective linkages with different input/service providers, government agencies and other stakeholders.

Required Skills, Competencies & Knowledge:

  • Ability to travel frequently to BRAC International countries as needed
  • Exceptional interpersonal, management and communication skills
  • Proven ability to perform under pressure and prioritize with multiple competing demands. 
  • Fluency in written and spoken English is a must.
