Expression of Interest for Provision of Updating the Environmental and Social Impact Assessments (ESIAS) and Management Plans for Trinity Metals Mines in LINE With Rwandan Law and International Best Practice

EXPRESSION OF INTEREST FOR PROVISION OF UPDATING THE ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENTS (ESIAS) AND MANAGEMENT PLANS FOR TRINITY METALS MINES IN LINE WITH RWANDAN LAW AND INTERNATIONAL BEST PRACTICE.

1. Preamble

Trinity Metals Limited (Trinity Nyakabingo, Trinity Rutongo and Trinity Musha mines) is a privately owned company engaged in the mining and exploration of tin, tungsten, tantalum and lithium in Rwanda. The Company is currently developing and operating three mining complexes in Rwanda near the city of Kigali: Rutongo Mine (tin); Trinity Nyakabingo Mine (tungsten); and Trinity Musha Mine (tin and tantalum, with lithium exploration). 

Trinity Metals Limited was formed in May 2022 with the amalgamation of the three mines under Trinity Metals Group. The Company is committed to the expansion, modernisation and mechanisation of its activities, and to addressing mining-related environmental and social impacts in a responsible and sustainable manner.

All three mines have a long history of artisanal-scale mining dating back to the Belgian times in the late 1930’s. This has resulted in significant environmental and social legacy issues. The Rutongo Concession is 9600ha, with a population of over 80 000. Trinity Metals is committed to addressing community issues in a responsible and sustainable manner and improving socio-economic conditions of host communities.

Trinity Metals is in the process of updating the Environmental and Social Impact Assessments (ESIAs) and Management Plans for all three mines in line with Rwandan law and international best practice. The ESIAs are informed by comprehensive specialist baseline assessments, including a Social Impact Assessment. 

2. Scope of Works

As an outcome from the ESIA Social Impact Assessment process, Trinity Metals seeks to create a Sustainable Integrated Development Plan (SIDP) for the Rutongo Concession, Rulindo District. To this end, the Company requires the services of a suitably qualified and experienced professional to assist Trinity Metals to produce the SIDP for the Rutongo Concession. The candidate would be involved in:

• Undertaking a comprehensive GIS-based Land Use Mapping of the Rutongo Concession area, utilizing latest satellite imagery provided by Trinity Metals.
• Ground truthing the GIS-based Land Use Mapping data and confirming land uses, ground cover, location of key social institutions and infrastructure etc.
• Development of a Stakeholder Engagement Plan (SEP) and engagement with key stakeholders during the development of the SIDP.
• Undertaking a Needs Analysis and Livelihood Assessment for the Rutongo Concession Area. 
• Development of a sustainable Livelihood Development Plan.
• Development of a Sustainable Integrated Development Plan and Implementation Plan for the Rutongo Concession Area.
• Development of Monitoring and Evaluation Programme for the Sustainable Integrated Development Plan linked to UN SDG’s.
• Development of a funding model for the implementation of the Sustainable Integrated Development Plan through potential partnerships with government, funding agencies and the private sector. 

3. Qualifications and experience 

Qualification/s

Minimum of a master’s degree in environmental science or management or similar qualification. 

Experience

The successful candidate will be required to have at least 15 years’ experience in the field of Environmental Management and Sustainable Development. Relevant experience should include Environmental and Social Impact Assessments (ESIAs) for mining and large infrastructure projects in Africa, experience with Environmental and Social Due Diligence Reviews to International Finance Corporation (IFC) Performance Standards (PS) and Resettlement Action Plans (RAPs). Given the strategic nature of the SIDP the candidate should also have experience with Strategic Environmental Assessments (SEAs).
