1. The Government of Rwanda has received financing from the OPEC Fund for International Development (OPEC Fund) toward the cost of the expansion of transmission and distribution systems of Karenge Water Treatment Plant and intends to apply part of the proceeds toward payments under the contract for Construction of Distribution Reservoirs and Pipelines (Gasogi, Ndera and Rusororo).

2. WASAC Development Ltd now invites sealed Bids from eligible Bidders for Construction of Distribution Reservoirs and Pipelines (Gasogi, Ndera and Rusororo) for a period of twelve (12) months.

3. Bidding will be conducted through International Competitive Bidding (ICB) process as specified in the OPEC Fund’s Principles for Procurement of Goods, Works and Services (“Principles”) and Procedures for Procurement of Goods, Works and Non-Consulting Services (“Procedures”) and is open to all Bidders as defined in the Procurement Procedures.

4. Interested eligible Bidders may obtain further information from Water and Sanitation Corporation (WASAC Development Ltd), Procurement Office, E-mail:dprocurement@wasac.rwand inspect the bidding document during office hours09:00 am to 05:00 pm Rwanda time (7:00 am-03:00 pm GMT) at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of ten thousand (Frw 10,000) Rwanda Francs or its equivalent in a freely convertible currency. The method of payment will be depositing the mentioned amount on Rwanda Revenue Authority (RRA) Account opened in any Commercial Bank in Rwanda. The document will be sent by email as may be requested by interested bidders (through the request addressed todprocurement@wasac.rw .

6. Bidders are advised to attend a mandatory site visit in order to examine the site of works and its surroundings and obtain, for themselves, all information that may be necessary for preparing the bid and entering into contract. The Sites visit will take place on30/09/2026and the place of departure is at WASAC Development Office at10:00 a.m local time (8:00a.m. GMT). Bidders are encouraged to attend an optional pre-bidding meeting aiming at clarifying but not limited to the scope of work and tender document requirements. The online pre-bidding meeting will be held on02/10/2026 at 10:30 am Rwanda time (8:30am GMT). Prospective bidders are required to submit the details (Names, Position & Email address) for their representatives who will attend the pre-bid meeting at least two days before the meeting.

7. Bids must be delivered toWASAC Development Ltd Officeat the address below on or before16/10/2026 at 11:00 am local time (9:00 am GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend on16/10/2026 at 11:30 am local time (9:30 a.m. GMT) in the Board Room of WASAC Development Ltd Office at the address stated below.

8. All Bids must be accompanied by a Bid Security Three Hundred Sixty thousand (USD 360,000) or its equivalent amount in a freely convertible currency.

9. Procurement Procedures may require the Beneficiary to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, and use the Beneficial Ownership Disclosure Form as included in the bidding document.
