About the AIM Program:

The Mastercard Foundation Accelerating Impact for Young Women (AIM) in Partnership with BRAC is equipping 2 million adolescent girls and young women (AGYW) with age-appropriate entrepreneurship, employability, and life-skills training, as well as the tools to start and scale their own businesses. The nine-year program (2021-2030) applies BRAC’s proven model using microfinance, youth empowerment, agriculture, education and skills development to enhance lives and livelihoods. It currently operates in seven African countries: Sierra Leone, Liberia, Uganda, Tanzania, Rwanda, Ghana, and Kenya. Based on the AGYW age, needs, and circumstances, AGYW are placed on one of two pathways in the AIM program: an education pathway or a livelihood pathway.

About the Role:

The Communications Officer will guide the design and execution of strategies that effectively showcase BRAC Rwanda’s mission, programs, and impact, ensuring that stakeholders, partners, and the wider public remain well-informed and engaged. In this role, the officer will strengthen BRAC’s visibility and reputation in the country by cultivating strong relationships across diverse stakeholder groups, while upholding the highest standards of sensitivity, accuracy, and integrity in all communications. Success in the position requires a collaborative mindset, working closely with colleagues to create compelling strategies and materials that advance BRAC’s mission and align with its vision.

Key Responsibilities:

Create and execute a robust, results-oriented communications strategy for the Country Office that supports its strategic goals and aligns with BRAC International (BI) strategy.

  • Write, design and oversee the production of creative and compelling communications and marketing materials; stories, photographs, videos, fact sheets, brochures and other materials; for diverse audiences, including public and private donors, local and national governments, partners, media and other key stakeholders.
  • Ensure compliance with donor-specific branding and marking requirements across all project communications and visibility materials.
  • Build and keep strong relationships with journalists and media houses; produce press releases and statements, respond to media inquiries and keep an up-to-date media and journalists’ database.
  • Under the supervision of the Senior Manager, Communications, Strategic Partnerships & Resource Mobilization, create audience-specific messages and detect and utilize effective channels to disseminate communications materials to key audiences.
  • As appropriate, oversee BRAC Rwanda’s social media channels and create engaging content for platforms including Facebook, LinkedIn and X among others.
  • deliver communications assist for events, including the development of signage, brands handouts, talking points and other visibility materials, photography and media liaison.
  • Ensure compliance with BRAC communications policies and keep confidentiality and appropriate handling of sensitive information.
  • create and publish compelling stories and content that showcase BRAC Rwanda’s reach, achievements and impact.
  • track and evaluate communications activities using relevant metrics and insights to assess impact and inform continuous improvement of communications strategies and approaches.
  • Write and edit program participant stories, video scripts, blogs, case studies, fact sheets, capacity statements, annual reports and other communications products.
  • keep an editorial calendar and oversee monthly and annual content planning and production processes.
  • assist the development of presentations, speeches, key messages and speaking points for Country Office leadership.
  • create and keep strategic communications relationships with government institutions, donors, development partners, private sector actors, philanthropic organizations and other key stakeholders.
  • create and organize internal communications that keep staff informed, engaged and aligned with BRAC Rwanda’s priorities, programs, achievements and organizational developments.
  • Design and execute integrated communications campaigns around BRAC Rwanda’s programs, thematic priorities, organizational milestones and advocacy priorities.
  • Ensure the ethical, dignified and safeguarding-compliant representation of programs participants across all photography, videography, storytelling and communications materias including appropriate informed consent and protection of sensitive information.
  • keep and systematically oversee a central repository of approved photographs, videos, stories, publications, branding assets and other communications materials.
  • Where necessary, organize and oversee external communications service providers and creative consultants, ensuring quality, timely delivery, budget compliance and adherence to BRAC standards.
  • assist communications budget planning and work plans, tracking and utilization, while ensuring value for money in communications-related expenditure.
  • assist resource mobilization efforts through the development of compelling donor-facing narratives, programs profiles, case studies, pitch materials, impact stories and visibility materials.

Safeguarding responsibilities:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation.
  • Act as a key source of assist, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Major Challenges:

  • Risk of misinformation: Requires vigilance in fact-checking and maintaining integrity of information.
  • Balancing audiences: Must tailor messages for diverse stakeholders (internal staff vs. external partners).
  • Digital presence: Growing importance of social media means the officer must be proactive in online engagement.

Key Performance Indicators (KPIs):

  • Technical knowledge and experience in communications strategy and plan development
  • Technical knowledge and experience in writing press releases and position statements and concept notes
  • Skills and experience in website and social media management
  • Skills and experience in organizing media coverage events
  • Individual/specific KPIs as agreed with supervisor.

Academic Qualifications:

  • Bachelor’s degree in Communications, Journalism or any other related fields.

Required Experience:

  • At least 3 years’ work experience with proven experience in communications, public relations, or media management within an NGO, or development sector environment.
  • Demonstrated ability to design and execute communication strategies and campaigns that align with organizational goals.
  • Experience in managing social media platforms, websites, and digital communication tools to build brand visibility.
  • Track record of producing high‑quality written content such as press releases, newsletters, reports, and promotional materials.
  • Experience in building and maintaining relationships with media outlets, stakeholders, and partners.
  • Familiarity with event planning and coverage, including preparing communication materials and coordinating publicity.
  • Experience handling crisis communication and managing sensitive information with discretion.
  • Background in monitoring and evaluating communication activities, including use of analytics to measure impact.
  • Prior experience working in multicultural or cross‑functional teams, demonstrating adaptability and collaboration.
  • Experience working in integrated social development programming is a plus.
