The company plays a strategic role in managing the city’s bus fleet, including planning renewals to keep a modern and efficient system, while embracing green mobility solutions such as electric buses to align with Rwanda’s climate goals. Technology underpins Ecofleet’s operations through intelligent transport systems (ITS), GPS tracking, digital performance dashboards, and automated inspections that enhance transparency and responsiveness. In addition, Ecofleet oversees shared transport infrastructure—depots, terminals, and bus stops—and manages a unified digital fare collection system that promotes cashless payments, standardizes fares, and ensures accountability. 1. ROLE SUMMARY

The Business Development Manager is a strategic and commercial role tasked with identifying, developing, and securing new and additional revenue streams for Ecofleet beyond the regulated per-kilometre fare, strengthening the company's long-term financial sustainability. Reporting directly to the CEO's Office, the Manager builds commercial partnerships, structures new business opportunities, and works at the interface of commerce, public policy, and transport operations. The role will be critical to reducing Ecofleet's dependence on fare revenue and public subsidy, positioning the company as a commercially resilient, government-owned transport operator.

2. SCOPE OF THE ROLE

The Business Development Manager leads Ecofleet's engagement with the commercial ecosystem surrounding public transport, including but not limited to advertising markets, commercial real estate and leasing, EV charging infrastructure partnerships, data monetization, and digital fare platform opportunities. The role encompasses opportunity identification, business case development, deal structuring and negotiation, contract closure, pipeline management, and revenue performance reporting. The Manager also benchmarks Ecofleet against leading international transit authorities and coordinates closely with institutional counterparts to ensure all commercial initiatives are compliant, bankable, and aligned with Ecofleet's mandate and regulatory framework.

3. KEY RESPONSIBILITIES

  • detect, evaluate, and create new non-fare revenue streams for Ecofleet, including advertising (on buses, shelters, and terminals), commercial leasing of depot/terminal/station space, EV charging infrastructure partnerships, data monetization, and other ancillary services.
  • Build and oversee a pipeline of commercial partnerships with private sector companies, development partners, and institutional counterparts.
  • Structure, negotiate, and close commercial agreements, concessions, and revenue-sharing arrangements that maximize value for Ecofleet while managing risk.
  • create robust business cases and financial models for new revenue initiatives, including feasibility studies, ROI analysis, and risk assessment.
  • Explore revenue opportunities linked to the Automated Fare Collection (AFC) / Account-Based Ticketing (ABT) platform, such as transaction-based fees and third-party integrations.
  • track market trends and benchmark against comparable transit authorities (e.g. STIB, RATP, LTA/SBS Transit, TfL) to detect proven revenue diversification models.
  • Collaborate closely with Brand & Communication, Finance, Legal, and Operations to ensure new revenue streams comply with Ecofleet's gross-cost contracting model, RURA's regulatory framework, and established procurement rules.
  • produce regular reports on the business development pipeline, deal status, and revenue performance for the CEO's Office.
  • Represent Ecofleet in external meetings, negotiations, and forums related to commercial partnerships and revenue growth.

4 WORKING RELATIONSHIPS

The Business Development Manager operates at the centre of Ecofleet's commercial agenda and maintains the following key working relationships:

Sustainability & E-MobilityCoordination on EV charging infrastructure partnerships and green revenue opportunities aligned with the electrification agenda.
Institutional CounterpartsManagement of relationships with public authorities, regulators, and policy stakeholders to support regulatory compliance, approvals, policy coordination, and alignment with public transport objectives.
External PartnersManagement of commercial and strategic relationships with private sector companies, advertisers, concessionaires, development partners, and investors, including partnership origination, negotiation, and value creation.

5. INDICATORS OF SUCCESS

  • Revenue mobilisation: New non-fare revenue commitments are secured year over year, in line with targets agreed with the CEO's Office.
  • Commercial pipeline health: A strong, well-documented pipeline of qualified opportunities is maintained on an ongoing basis.
  • Deal closure: Commercial agreements and concessions are consistently structured, negotiated, and signed.
  • Business case rigor: Every major initiative reaches the CEO's Office backed by a complete business case — financial model, feasibility analysis, and risk assessment included.
  • Regulatory integrity: Closed deals comply fully with RURA's regulatory framework, established procurement rules, and Ecofleet's gross-cost contracting model, with no regulatory breaches.
  • Reporting discipline: Pipeline and revenue performance reports reach the CEO's Office and Board on schedule.
  • Partnership depth: Active, productive commercial relationships are sustained with private sector partners and key institutional counterparts.

6. CORE COMPETENCIES & SKILLS

  • Strong commercial acumen with ability to detect, create, and execute business opportunities and revenue-generating initiatives.
  • Excellent negotiation and deal-structuring skills across partnerships, concessions, leases, and revenue-sharing arrangements.
  • Strong financial analysis and modelling capability, including business cases, feasibility assessments, ROI analysis, and risk evaluation.
  • Strategic thinking with the ability to translate opportunities into practical commercial strategies and outcomes.
  • Strong stakeholder management skills with ability to build and keep relationships across public and private sectors.
  • Understanding of transport, infrastructure, utilities, or other regulated-sector commercial models is an advantage.

  • Ability to oversee multiple initiatives simultaneously with strong prioritisation, execution, and follow-through.

8. PREFERRED QUALIFICATIONS

Minimum:

  • Bachelor's degree in Business Administration, Finance, Economics, or a related field.
  • Minimum 5 years of experience in business development, commercial partnerships, corporate strategy, or related functions.
  • Demonstrated experience in structuring and negotiating commercial agreements, partnerships, or concessions.
  • Strong financial modelling and business case development capabilities.
  • Experience generating revenue opportunities or delivering commercial partnerships.
  • Proficiency in English and Kinyarwanda is required; knowledge of French is an added advantage. 

Preferred:

  • Master’s degree in Business Administration (MBA), Finance, Economics, or related discipline.
  • Experience in transport, infrastructure, utilities, or other regulated sectors.
  • Experience engaging with government institutions and regulatory stakeholders.
  • Knowledge of public transport commercial models, including advertising concessions, digital platforms, and public-private partnerships.
  • Experience in East Africa or similar emerging markets.
