Program Overview

Cervical cancer is the second most common cancer in Rwandan females, and with the highest mortality. The Global Cancer Observatory (2022) estimated the incidence of cervical cancer in Rwanda in 2022 at 866 new cases with an incidence rate of 12.53 cases/100,000 women (crude rate) and 18.9 cases/100,000 (age standardized rate). Cervical cancer represents 13% of all cancers in Rwanda and it is the leading cause of cancer deaths in Rwandan women. According to the Global Cancer Observatory (2022) projection, if no action is taken, the number of new cases is expected to rise to 2,347 new cases in the next 20 years.

To meet the WHO cervical cancer elimination targets of 90% adolescent girls vaccinated against Human Papilloma Virus (HPV), 70 % of eligible women screened for cervical cancer, and 90% of cervical cancer patients treated adequately, Rwanda is strategically using an integrated approach, by leveraging community-based initiatives, patient-centered, with an aim to achieve comprehensive cervical cancer elimination.

CHAI is supporting government efforts toward cervical cancer elimination by providing technical assistance to the Cancer Unit in the Rwanda Biomedical Center (RBC) to strengthen national mechanisms to organize the elimination of cervical cancer and establish a plan to sustain cervical cancer elimination investment and gains beyond 2027 integrated into existing service delivery at primary health care level. 

Additionally, CHAI is working with RBC to reach the WHO cervical cancer elimination targets 90-70-90 in 4 selected districts to demonstrate a comprehensive elimination model with high-quality screening and treatment services that is cost effective, equitable, and accessible. Furthermore, CHAI is supporting government efforts for breast and other cancer control as stated in the new National Cancer Control Plan (2024-2029) which aims at reducing cancer incidence and mortality, increasing early detection rates, and improving the quality of care and survivorship assist for cancer patients.

Position Overview

The government of Rwanda has developed an Accelerated Plan for Elimination of Cervical Cancer 2024-2027, a 3-year plan aiming at reducing the incidence and mortality of cervical cancer in Rwanda by maintaining 90% HPV vaccination coverage among 12-year girls, achieving 70% cervical cancer screening coverage among 30 to 49 years old women, and ensuring that 90% of women diagnosed with cervical pre-cancer or cancer receive effective treatment by 2027. The long-term impact goal is to reduce and keep cervical cancer incidence to less than 4 cases per 100,000 women.

CHAI Rwanda is looking for a highly motivated Associate, M&E with outstanding credentials, analytical ability, and communication skills. The candidate must be self-driven, adaptable and have a high level of comfort with fast-paced work. The selected candidate will assist the government by providing analytical assist to the Non-Communicable Disease (NCDs) Division in RBC to ensure evidence-based programming for cervical cancer elimination efforts and NCD service delivery at large.

The Associate, M&E will primarily assist the monitoring and evaluation of the cervical cancer elimination activities while coordinating the strategic implementation of the program activities and the cervical cancer elimination team under the guidance of the Director of the Cancer Unit. In addition, the Associate, M&E will deliver help with monitoring and evaluation for NCD service delivery. 

The Associate, M&E will be seconded to the office of the NCD Division Manager in RBC and will report to both the NCD Division Manager and CHAI Senior Program Manager, NCDs

Key Responsibilities

  • assist the evaluate of data management tools, systems, dashboards, analytics frameworks and innovations to ensure continuous and harmonized data collection, validation, analysis for monitoring and evaluation of program performance in line with cervical cancer elimination and NCD services delivery. 
  • Perform cervical cancer data analysis and present findings in a clear and concise manner with recommendation on modifications of approaches or processes for cervical cancer elimination with appreciation of stakeholder needs.
  • Effectively communicate program progress verbally and in writing by preparing and delivering appealing presentations and briefs on program progress. 
  • Synthesize program performance data/information and promote its use in decision making for program service delivery and resource allocation through leading analyses, discussions and other measures.
  • assist the monitoring and evaluation of implementation activities through reviewing work plans, reports, organizing and participating in field visits, initiating data reviews and contributing to program evaluations.
  • track program implementation progress against program strategy and detect areas where assist is needed across all stakeholders. Analyze multiple alternatives and propose potential solutions.
  • assist the cancer disease unit team and organize the team to optimize their work across various areas of implementation.
  • Contribute to public health research study design and execution, including the design of sampling methodologies, determination of study sample sizes, collection of management and analysis of study data.

Qualifications

  • Master's degree in public health/epidemiology, Biostatistics or a related technical field, with at least 3 years’ work experience. Clinical background is preferred.
  • Previous experience managing M&E aspects of health-related projects.
  • Familiarity with conducting statistical analyses using relevant software.
  • Excellent organizational and strategic problem-solving skills.
  • Strong communication skills, including the ability to produce compelling presentations.
  • Demonstrated understanding of both quantitative and qualitative research methodologies.
  • Exceptional interpersonal skills and ability to build relationships with various stakeholders.

Required Skills

  • Ability to evaluate systems holistically and advise on effectiveness of program, systems or procedures.
  • Ability to detect key gaps and recommend practical, realistic interventions for operational improvement.
  • Highly entrepreneurial with strong self-motivation.
  • Excellent communication (written and verbal) skills with creative thinking capabilities.
  • Ability to work independently on complex projects and proactively oversee projects with minimal supervision.
  • Ability to multi-task and to be effective in high-pressure situations.
