Accounts Payable Technician/Alternate Cashier

The Embassy of the United States of America in Kigali, Rwanda is recruiting for an Accounts Payable Technician/Alternate Cashier.
The position is open to All Interested Candidates/All Sources and available to start immediately.

Duties:

The Accounts Payable Technician/Alternate Cashier (APT/Alt Cashier) is a key member of the Accounts Payable Unit (APU) within the Financial Management Center (FMC) at Mission Kigali. The APT/Alt Cashier performs the full range of accounts payable and accounts receivable services for all subscribed ICASS agencies. The position also serves as a financial advisor to the Accounts Payable Manager (APM), ensuring timely and accurate processing of payments and receivables.

In the capacity of Alternate Cashier, the incumbent serves as the Embassy’s Principal Class B Cashier and accountable officer, tasked with managing cashier operations within an authorized advance. This includes oversight of cash on hand, transactions in transit, replenishments, and funds deposited in local checking accounts. The role also includes ensuring effective cash management and implementing cash risk mitigation measures.

The volume, quality, and timeliness of work must comply with Appropriation Law, Generally Accepted Accounting Principles (GAAP), the Foreign Affairs Manual (FAM), the Department of State Standardized Regulations (DSSR), ICASS service standards, and applicable host-government laws and regulations.

The APU manages vendor and employee payments and receivables for the Embassy and four partner agencies, across 15 allotments/appropriations, totaling more than $18 million in annual transactions. Duties are assigned by the Financial Specialist (FS) or Accounts Payable Manager (APM).
