Subject: Invitation to Tender: Transportation of Rubis Petroleum Products (White Oils, LPG, and Lubricants)

Dear Prospective Transporter,

Rubis is inviting qualified local transport companies to submit tenders for the transportation of our petroleum products.Please note that a mandatory minimum requirement for this tender is a fleet of at least two (2) trucks.

Scope of Work

The tender covers three specific categories of transport:

1. White oil fuel distribution
2. LPG distribution (Bulk and Cylinders)
3. Lubricant distribution

Summary of HSE & Technical Requirements

As part of the onboarding and pre-qualification process, bidders must demonstrate adequate Health, Safety, Environment, and Quality (HSE) systems. The detailed requirements will be formally presented but the core minimum requirements include:

• General Compliance & Management:Valid operating licenses, comprehensive HSE management systems, adequate insurance cover, and strict adherence to all national and transit-country hazardous goods regulations.
• Personnel & Fleet Standards:Competent, medically fit, and product-trained drivers subject to a zero-tolerance alcohol and drug policy, alongside strict fatigue and journey management. Vehicles must be roadworthy, legally compliant (axle limits, speed governors, ABS), and equipped with GPS, firefighting, and spill response gear.
• Category-Specific Vehicle Vetting:

1. White Oils:Verified tanker integrity, calibrated compartments, leak/pressure tests, and spill/fire prevention equipment.
2. LPG: Technical integrity and emergency shutdowns (for bulk); or secure decking, ventilation, and strict cylinder stacking limits (for cylinders).
3. Lubricants:Proper product segregation, secure packaging, and contamination prevention controls.

• Operational Controls:Acceptance of mandatory "safe-to-load/offload" inspections, strict adherence to Rubis site and traffic rules, and the provision of periodic HSE and operational performance reports.

Note: Tender-stage requirements are for pre-qualification only. Shortlisted transporters will undergo further rigorous HSE, technical, and product-specific vetting before final award and depot access.

Next Steps

Interested transporters meeting the minimum criteria are requested to submit their Expression of Interest (EOI) along with preliminary compliance documents (company registration, transport licenses, HSE policies, and fleet details) latest26th October 2026at Rubis Head Office KABC 4th Floor in sealed envelop, tender opening will be same date at3:00 PM.

Upon evaluate of the initial submissions, qualified bidders will be scheduled for a comprehensive HSE briefing and vetting session.
