Smart & feature Phone Prequalification Document

1. Introduction

GiveDirectly is a nonprofit organization with its headquarters in New York, USA. It operates in East Africa to assist families living in extreme poverty by making unconditional cash transfers to them via mobile phone. GiveDirectly (GD) aims to reshape international giving and millions of lives by allowing donors to deliver capital grants directly to the unprivileged.

In order for GiveDirectly to carry out its work, it’s under taking a supplier pre-qualification exercise for the selection of potential phone supplier of DIGIT 6 smart Phones and Digit 260 Feature phones. The purpose of the exercise is to promote supplier partnership and to enhance on the quality of products and services whilst achieving the most competitive prices.

2. General Conditions for Prequalification

• Scope: GiveDirectly invites bids for prequalification for supply of goods and services as described and summarized in accordance with procedures and conditions in the Prequalification documents
•  Language: As determined by GiveDirectly, the preferred working language of this Prequalification is English.
• Evaluation criteria: The main criteria for admission to the Prequalification are as follows:

a) Certificate of Registration/Incorporation

b) Company profile and physical address

c) RRA Tax clearance

d) The bidder must submit evidence of conducting to completion at least 3 similar contacts in reputable organization (s) within Rwanda, all evidence should be a copy of one of the following;

• Letter of notification of award
• Certificate of completion of the contract.

e)Payment validity of 30 days after issue of invoice.

f) Compliance with technical specifications is key

g) Cost of items should be stated in RWF only and inclusive of all taxes. 

h) Offer Guarantees and warranties and ability of replacing damaged phones within the same month of delivery to the purchaser.

i) Ability to deliver transportation services for goods to any district in Rwanda, with pricing stated in RWF inclusive of all applicable taxes.

4. Prequalification Basis:

1. No subcontract is acceptable
2. All requested documents must be submitted
3. All prices must be stated as requested.

5. Scope of Works: The scope of works concerns all works related to purchase, delivery and provision of service (where applicable) 

6. Performance Standards: The supplies and/or services must be undertaken in accordance with all relevant rules, regulations and statutes currently in force in Rwanda.

7. Selection of Vendor: Selection of the successful applicant will be based on the ranking according to the admission criteria and technical criteria, in addition to price offer, price validity period, payment terms, as well as any other criteria. 

8. Notification of Tender Award: The bidder whose proposal attains the highest score, in accordance with the evaluation criteria in the present request for proposals shall be selected for award, subject to satisfactory conclusion of negotiations if deemed necessary. The procuring entity shall notify the successful bidder of its selection results and at the same time inform other unsuccessful bidders of the decision. In the absence of a challenge by any other bidders within seven (1) day of the notice, the contract shall be signed by both parties.
