TENDER NOTICE FOR SUPPLY OF AGRICULTURAL SEEDS, FERTILIZERS, AND CHEMICALS

World relief is an international non-government organization whose mission is to boldly engage the world's greatest crises in partnership with the church. World Relief Rwanda (WRR) invites sealed bids from eligible and qualified suppliers for the supply and delivery of agricultural inputs under the Powering Rural Youth Project implemented across 20 districts of Rwanda.

1. Background

World Relief Rwanda is implementing agricultural livelihood activities aimed at improving productivity and food security among farming households. To assist these activities, WRR seeks to procure certified seeds and fertilizers for distribution to project beneficiaries.

2. Scope of Supply

Interested bidders are invited to submit bids for the supply and delivery of the following agricultural inputs:

Lot 1: Certified Seeds

Lot 2: Fertilizers

Lot 3: Fertilizers

3. Eligibility Requirements

Interested bidders must meet the following requirements:

1. Valid Company Registration Certificate.
2. Valid Tax Clearance Certificate issued by Rwanda Revenue Authority (RRA).
3. Valid Social Security Clearance Certificate (RSSB).
4. Proof of previous experience in supplying agricultural inputs.
5. At least three (3) references from reputable organizations.
6. Proof of financial capacity to execute the contract.
7. Mandatory: Suppliers of seeds, and agri-chemicals must possess a valid certification and authorization issued by the Rwanda Agriculture and Animal Resources Development Board (RAB).
8. Fertilizer suppliers must demonstrate compliance with applicable Rwanda agricultural input regulations and quality standards.

4. Evaluation Criteria

Bids will be evaluated using the following criteria:

Preliminary Evaluation (Pass/Fail)

• Submission of all mandatory administrative documents.
• Valid RAB certification for seed suppliers.
• Compliance with technical specifications.

Technical Evaluation – 70%

• Compliance with required varieties and specifications.
• Supplier experience and past performance.
• Delivery capacity and availability of stock.
• Quality assurance measures.

Financial Evaluation – 30%

• Competitiveness and completeness of the financial proposal.

5. Submission Requirements

Bidders shall submit:

• Technical Proposal.
• Financial Proposal.
• Company Profile.
• Copy of Company Registration Certificate.
• Tax Clearance Certificate.
• RSSB Clearance Certificate.
• Valid RAB Certification.
• Evidence of similar assignments completed.
• At least three client references.

6. Delivery Location and Timeline

The supplies shall be delivered to different sites located in various sectors located in 20 districts of PRY Project interventions according to World Relief Rwanda designed plan of the agricultural season C 2026.

Successful bidders must demonstrate the ability to deliver within 7-14 days from the date the purchase order issued. 

7. Submission of Bids

All bids must be submitted in sealed envelopes clearly marked:

“tender notice for supply of agricultural seeds, fertilizers, and chemicals”

Bids shall be delivered to:

World Relief Rwanda Head Office
Kacyiru, Kigali – Rwanda

No later than: June 18, 2026 at 10:00 AM Kigali Time.

Late submissions shall not be accepted. Bid opening shall take place immediately after the submission deadline in the presence of bidders or their representatives who choose to attend.

8. Reservation of Rights

World Relief Rwanda reserves the right to accept or reject any bid, wholly or partially, and is not bound to give reasons for its decision.

9. Ethical Standards and Compliance

World Relief Rwanda maintains strict ethical standards. Any form of fraud, corruption, or conflict of interest shall guide to disqualification.

General Terms and Conditions

• Prices quoted shall include all applicable taxes, transportation, delivery, and related costs.
• Prices shall remain valid for at least 30 calendar days from the submission deadline.
• Partial delivery may only be accepted upon prior written approval by World Relief Rwanda.
• Payment shall be processed upon satisfactory delivery and submission of required supporting documents.
• World Relief Rwanda reserves the right to accept or reject any bid without obligation to deliver justification.
• World Relief Rwanda shall not be tasked with any costs incurred by bidders during bid preparation and submission.
