6. Context: The Government of Rwanda has received financing from the African Development Fund (Climate Action Window) toward the cost of the Nature-Based Flood Adaptation to Increase Community Resilience in the Western Part of Rwanda and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for Detailed Engineering Design and Bidding Documents of Flood Adaptation Measures in Rusizi and Karongi Districts.

The project aims to apply nature-based flood adaptation and soil conservation measures to reduce flood risks, mitigate siltation in water bodies, enhance land productivity, and build local capacity in Nature-Based Solutions (NBS) and catchment management. The project will focus on addressing flood, soil erosion, and climate change impacts by implementing sustainable, nature-driven interventions. The Rwanda Water Resources Board (RWB) has been designated as the Executing Agency tasked with overseeing project preparation and subsequent implementation.

7. The assignment: the tasks included under this assignment are:

- evaluate of the feasibility, and preliminary design documentation;

- Topographic Survey; evaluate and update hydrological and hydraulics models to check and confirm the size of the proposed flood adaptation measures;

- Geotechnical Survey; Integration of NBS into proposed flood adaptation measures; Detailed engineering design of 6 underground rainwater harvesting systems on public buildings;

- Detailed engineering design of earth embankment or dykes along the identified river sections and river training;

- Detailed engineering design of gabion walls along the identified river sections; Detailed engineering design of 4 small bridges for local roads;

- Facilitate the evaluate of the detailed engineering design of the flood control NBS activities in the Rwandex-Magerwa Sub-catchment of CoK;

- Construction plans and Implementation Plan; Technical specifications; Bills of Quantities and Final Cost Estimate; Bidding document; Update Resettlement Action Plan (RAP); including updated prices; Operations and Maintenance Manual.

It is estimated that the assignment will take 6 calendar months, including validation workshops. The selection method of the consulting firms will be Quality and Cost Based Selection (QCBS).

The Rwanda Water Resources Board now invites eligible consultants to indicate their interest in providing these services. Interested consultants must deliver information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.

8. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s ‘’Procurement Policy for Bank Group Funded Operations’’, dated 2015, which is available on the Bank’s website athttp://www.afdb.org.
