1. Background

Rwanda Medical Supply Ltd (RMS) is Rwanda’s central institution mandated to procure, store, and distribute medical commodities. In line with its strategic objective of improving access to high-quality health products and technologies, RMS seeks to expand its network of qualified manufacturers of medical consumables.

RMS therefore invites eligible and qualified manufacturers to submit expressions of interest for the supply of medical consumables.

2. Scope of Supply

Interested manufacturers may express interest in one or more of medical consumables listed in Annex 1.

3. Objectives

This Expression of Interest aims to:

• detect qualified manufacturers with the technical and operational capacity to supply the required products.
• Assess product availability, regulatory status, quality assurance, production capacity, guide times, and after-sales assist.
• create a shortlist of eligible applicants for a subsequent competitive procurement process or other procurement method permitted under applicable procedures.

4. Eligibility Criteria

Interested manufacturers must deliver:

• A signed letter of expression of interest stating the line item(s) offered.
• A certificate of incorporation or business registration, together with evidence of authorization to manufacture, supply, or export the offered products. 
• Product catalogues, instructions for use, and detailed technical data sheets demonstrating compliance with the specifications.
• Valid quality-management and product conformity documentation, as applicable, including ISO certificate/GMP and evidence of approval or registration by the relevant regulatory authority.
• Information on shelf life, storage conditions, packaging configuration, delivery guide time, and available technical assist.

5. Submission Instructions

Deadline for Submission of Expression of interest: You are requested to submit your expression of interest not later than10 :00 AM, local time (8 :00 GMT), on30/10/2026. Late submissions Will not be considered. Opened at RMS LTD board room on 30/10/ 2026 at 10 :30 AM, local time (8 :30 GMT).

Expressions of interest must be submitted electronically totenders@rms.rw.

Requests for clarification may be submitted by email torms.procurement@rms.rw, with copies to mimuragire@rms.rw and jbkageruka@rms.rw.Clarification requests must be received no later than halfway through the period allowed for submission of expressions of interest.

Only shortlisted applicants will be contacted for the next steps.
