Kigali International Financial Centre (KIFC) invites proposals from qualified and experienced firms to plan, produce, and deliver the marketing related services, comprising PR, communications & digital marketing, audio-visual production, exhibition and printing services, and venue branding services, for KIFC's flagship and global events and their associated side events, hosted in Kigali, Rwanda. The assignment is structured into four (4) lots, described in Section III below. Bidders may apply for one or two lots, maximum; each lot will be evaluated independently, and KIFC reserves the right to award one or more lots to one or more firms based on evaluation results.

I. Background

Rwanda aims to become a knowledge-based and high-income economy by 2050. To reach this goal, the country's leadership has identified several pathways, including positioning Rwanda as a financial services and business hub in the region through the Kigali International Financial Centre (KIFC).

Kigali International Financial Centre (KIFC) was established in 2020 as an investment promotion agency to advocate for the highest regulatory standards, industry best practice, and attractive products and services for global investors and financial institutions. As part of its mandate to strengthen KIFC's global convening power, KIFC organizes its flagship and global events, which bring together Government, Regulators, Financial Institutions, Investors, Fintechs and other key stakeholders shaping the future of Finance.

Delivering these flagship and global events to the highest international standard requires a dedicated marketing production capability spanning PR and communications, digital marketing, audio-visual production, exhibition design and printing, and venue branding. To secure best-in-class delivery of each of these components, the scope of work has been organized into distinct lots, allowing specialized firms to bid on the areas most aligned with their expertise.

II. Purpose of the Assignment

The purpose of this engagement is to secure competent firm(s) to plan, oversee, and deliver the marketing services for KIFC's flagship and global events across four lots: (1) PR, Communications & Digital Marketing, (2) Audio-Visual Production Services, (3) Exhibition and Printing Services, and (4) Venue Branding Services. Each lot covers the full lifecycle relevant to it: pre-event design and technical planning, during-event delivery and on-site management, and post-event dismantling, restoration and reporting.

In addition to executing the specific items detailed under each Lot, bidders are encouraged to bring creative and strategic input into the visual identity, branding treatment and production quality of each event, proposing concepts, materials and finishing that reinforce KIFC's positioning as a premier global events host.

Bidders may submit proposals for one lot, several lots, but not more than two. Each lot will be evaluated independently against the criteria in Section IX, and awards will be made on a per-lot basis. A bidder applying for more than one Lot must submit a separate, clearly delineated technical and financial proposal for each Lot applied for.
