JICA Rwanda has specialists and an administrative team of national and international staffs, working closely with the Government of Rwanda and cooperation partners to achieve development goals such as NST2 and SDGs. JICA Rwanda is seeking competent workforce, tasked with ICT Sector in JICA Rwanda Office.

Job Description:

Collaborating with a Japanese partner and an overall guidance of the Chief Representative, the successful candidate will carry out the following tasks:

(1) To promote program development and implementation in ICT sector and Space sector,

(2) To deliver technical and administrative assist to project formulation, implementation, monitoring, and evaluation in the sectors,

(3) To collect and analyze necessary information in the sectors and produce written outputs as required,

(4) To create and keep partner relations with relevant institutions of Government of Rwanda and development partners,

(5) To take an initiative in coordination of JICA's activities with other institutions' activities,

(6) To take an initiative in JICA's technical and financial contribution to the sector working group (SWG) particularly at the sector policy and strategy level,

(7) To represent JICA in relevant meetings and conferences when required,

(8) To collect and analyze necessary information of technical cooperation implementation procedure and share within the office, and

(9) To undertake any other duties instructed by Chief Representative.

Experience and Qualifications:

The ideal candidate will be a Rwandan national, highly motivated and be able to work well as a team in multinational environment. Always willing to learn new things and demonstrated ability to work independently to deliver results along with the following;

· Bachelor’s degree, or equivalent academic achievement.

· A minimum of 5 years working experience in public or private organization to meet the sector in ToR.

· Excellent language skills in English and Kinyarwanda, both written and verbal communication.

· Basic computer skills and sound knowledge of software program applications such as Word, Excel, PowerPoint, Outlook, Teams etc.

· Experience of working in other development partners, international organizations, or public institutions is an asset.

Duration of Contract:

By 6 months (renewable)

The position is on contract basis that will initially run from November 2026 – April 2027 (with 3-month probationary period). Based on satisfactory performance, the contract shall be extended for a further period (one year each)

Salary Scale per year: 22,000,000RWF-24,000,000RWF (gross) based on the experience and skills of the successful candidate.
