CHAI RWANDA

VACANCY ANNOUNCEMENT

Title: Learning and Documentation Associate

Program: Health Systems Strengthening

Job Location: Kigali, Rwanda

Type: Full-Time Paid

Start date: Immediately

Organization Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to assist them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic, with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments guide the solutions, that programs are designed to scale nationally, and learnings are shared globally.

At CHAI, our people are our greatest asset, and none of this work would be possible without their talent, time, dedication, and passion for our mission and values. We are a highly diverse team of enthusiastic individuals across 40 countries with a broad range of skill sets and life experiences. CHAI is deeply grounded in the countries we work in, with the majority of our staff based in program countries. Learn more about our exciting work:http://www.clintonhealthaccess.org

Program Overview

The Rwanda National Health Intelligence Center (NHIC) is a flagship initiative of the Ministry of Health designed to transform Rwanda’s health sector into a fully evidence-driven ecosystem. The NHIC serves as a centralized platform for advanced analytics, real-time health intelligence, digital innovation, and cross-sectoral data integration. Its mandate is to generate actionable insights that enhance decision-making, strengthen health systems, enhance service quality, and inform health policy and planning at national and sub-national levels.

The NHIC’s vision extends beyond Rwanda’s health sector. It aims to shape a culture of evidence-based decision-making across government by establishing a replicable learning model for other ministries and serving as a regional model for health intelligence.

Position Overview

CHAI is seeking a Learning and Documentation Associate to play a critical role in capturing, analyzing, and documenting the outcomes, lessons, and best practices emerging from the NHIC. The position will make sure that the NHIC’s short- and long-term results, including operational progress, health system impact, innovations, and policy influence, are rigorously documented. The Associate will also deliver on the development of knowledge products that assist national learning, cross-sectoral replication, and regional learning. The selected candidate will work under the guidance of the Research, Public Health and Policy Hub guide at NHIC to make sure that learning is systematically generated, packaged, and shared with stakeholders at all levels, and will report to CHAI’s Associate Program Director, Health Systems Strengthening. CHAI is looking for a highly organized, detail-oriented and proactive candidate with a strong commitment to evidence-based decision-making and public sector transformation.

Job Responsibilities

Documentation & Knowledge Management

  • create and apply NHIC’s Learning and Documentation Framework, with standards, notation and templates, across all NHIC functions and priorities.
  • Document NHIC’s business processes, operating models, systems and innovations, consolidating inputs from technical teams into coherent institutional documentation.
  • Capture NHIC’s outcomes and lessons from implementation, and keep a structured knowledge repository.

Learning, Knowledge Translation & Stakeholder Engagement

  • Translate NHIC evidence into knowledge products, policy briefs, publications and public-facing content for national, cross-sectoral and regional learning.
  • Facilitate structured reflection and after-action reviews across NHIC and its stakeholders, ensuring insights shape decisions, system design and policy.
  • Assess NHIC’s learning and capacity needs, and assist the partnerships and programmes that address them.

Perform any other work-related duties as assigned by the program manager/direct supervisor.

Qualifications

  • Master’s degree (minimum) in Medicine, Public Health, Epidemiology, or a related field.
  • At least 3–5 years of experience in research, monitoring and evaluation, academic writing, or knowledge management.
  • Proven track record of producing high-quality reports, publications, literature reviews, or peer-reviewed articles.
  • Understanding of health systems, public health programs, and health sector governance.
  • Familiarity with digital health or health informatics initiatives.
  • Excellent written and spoken English is required; fluency in Kinyarwanda and French is an advantage.
  • Experience working with Rwanda’s health system is an advantage.
  • Experience in multisectoral programs or cross-government initiatives is an advantage.
  • Prior work in knowledge translation, public health intelligence, or learning functions is an advantage.

Required Skills

  • Strong analytical and writing skills, able to synthesize complex information into actionable insights.
  • Excellent verbal and written communication skills, with experience engaging stakeholders at multiple levels.
  • Strong interpersonal skills and the ability to build trust with diverse stakeholders.
  • Highly organized, detail-oriented, and proactive in capturing and sharing learning.

  • Strong commitment to evidence-based decision-making and public sector transformation.
