INVITATION FOR EXPRESSION OF INTEREST (EOI) / PRE-QUALIFICATION.

TENDER TITLE:Upgrading of Solar Energy System at King Faisal Hospital.

1. Background and Project Description

King Faisal Hospital, Rwanda (KFHR) is upgrading its existing energy infrastructure to enhance power reliability, reduce operational energy costs, and advance its green energy initiatives. KFHR intends to execute the Upgrade of the Solar Energy System using Pre-qualification Tendering Method.

Due to the critical nature of uninterrupted hospital operations and complex structural/electrical integration with existing medical infrastructure, this procurement will involve Early Contractor Involvement (ECI).

2. Procurement Method: Pre-qualification 

Technical Part:The suppliers will deliver Technical Proposal, Design Concepts, and Methodology for the successful upgrading of existing solar system. Technical proposals will also consist of below minimum requirement;

• Experience of the firm/Company at least two years
• Successful completion of similar project 
• Manufacturer Authorization
• Qualified Key personnel

 Technical team from King Faisal hospital will produce comprehensive technical specification and refine final scope to be shared to the Qualified (Shortlisted) candidates as second stage of which final proposal will be submitted with prices 

3. Compulsory Site Visit

To ensure bidders understand the technical constraints, existing electrical grid connection, roof load capacity, and operational safety requirements, it is Mandatory for every interested candidates to come for visit not later thanNovember 10, 2026 at 3:00 Pmat King Faisal Hospital Procurement Office, Kigali, Rwanda

4. Condition:Attendance is strictly compulsory. A Certificate of Site Visit will be issued to participating representatives and must be included in the bid submission. Bids submitted without a valid Site Visit Certificate will be automatically disqualified.

Well printed bids, properly bound and presented in one original copy must reach the King Faisal Hospital Rwanda in procurement office consists of technical proposal without prices for shortlisting , at The address mentioned below not later than2:00 pm local time on November 17, 2026. Late bids will be rejected.
