The Government of Rwanda undertook major reforms in the energy and water sector by separating energy and water operations to enhance efficiency, accountability, investment attraction, planning, and service delivery. These reforms were aimed at accelerating sector performance and increasing access to energy and water services in line with national development objectives, including the Second Economic Development and Poverty Reduction Strategy (EDPRS II).

To execute these reforms, the Government adopted a corporatization model and established two state-owned entities in July 2014 following the repeal of the EWSA Law No. 97/2013. The Rwanda Energy Group Limited (REG) was created to oversee the development, operation, and expansion of the country's energy infrastructure through its subsidiaries, Energy Utility Corporation Limited (EUCL) and Energy Development Corporation Limited (EDCL).

Job Summary

The Financial Transaction Advisor is responsible for strategic advice surrounding corporate finance and strategic alternatives through highly focused industry teams with world class, global execution capabilities.

Key Responsibilities:

A. Strategic Investment and Transaction Advisory

  1. Support the Head of Transactions in assessing strategic investment opportunities, partnerships, mergers, acquisitions, divestitures, and other corporate transactions undertaken by the Group and its subsidiaries.
  2. Conduct financial analyses and provide recommendations on the viability, affordability, commercial sustainability, and value-for-money of proposed investments and strategic projects.
  3. Review investment proposals submitted by subsidiaries and provide independent assessments of key financial assumptions, projected returns, financing structures, and commercial implications.
  4. Contribute to the development of transaction strategies, investment frameworks, and implementation approaches for priority projects and investments across the Group.
  5. Develop and maintain financial models and analytical tools to support investment appraisal, project evaluation, transaction structuring, and strategic decision-making.

B. Project Finance and Bankability Advisory

  1. Assess the financial bankability of major infrastructure, energy, and public-private partnership projects and provide recommendations to strengthen their attractiveness to investors and lenders.
  2. Review project financing structures and provide technical advice on their alignment with market practices, investor expectations, and lender requirements.
  3. Evaluate tariff frameworks, financing assumptions, commercial structures, and contractual arrangements to support the financial sustainability of strategic projects.
  4. Undertake financial due diligence and commercial assessments of strategic projects, transactions, and investment opportunities.
  5. Provide technical advice on financial risk mitigation instruments, including guarantees, insurance solutions, credit enhancement mechanisms, and other bankability support measures.

C. Financial Evaluation and Transaction Support

  1. Develop and maintain financial evaluation methodologies, models, and tools for assessing investment proposals, project bids, and financing offers.
  2. Provide financial and commercial analysis to support evaluation processes conducted in accordance with applicable laws.
  3. Review and assess the financial components of bids, proposals, and financing offers and provide recommendations to the relevant evaluation and decision-making bodies.
  4. Provide financial advisory support during commercial discussions and negotiations with investors, project developers, lenders, and other transaction counterparties.
  5. Coordinate and review financial deliverables prepared by external financial, commercial, and transaction advisors engaged by the Group.

D. Stakeholder and Financing Coordination

  1. Support engagement with development finance institutions, commercial lenders, export credit agencies, investors, insurers, guarantors, and other financing stakeholders on transaction-specific financial matters.
  2. Coordinate the collection, validation, and analysis of financial information required for project financing, investment assessments, and transaction structuring.
  3. Prepare financial reports, investment memoranda, presentations, and briefing materials to support decision-making by relevant governance and management structures.
  4. Facilitate coordination between subsidiaries, transaction advisors, financing institutions, and project teams on matters relating to project finance, investment appraisal, and transaction execution.

E. Monitoring and Knowledge Management

  1. Monitor the financial performance of strategic projects and investments during development and implementation and provide periodic analytical reports to support informed decision-making.
  2. Track developments in project finance, capital markets, investment trends, public-private partnerships, and infrastructure financing relevant to the Group's strategic objectives.
  3. Develop and maintain financial databases, transaction records, benchmarking information, and lessons-learned repositories to support future transactions and investments.
  4. Contribute to the continuous improvement of financial evaluation methodologies, transaction processes, and investment appraisal frameworks across the Group.

F. Capacity Building and Technical Support

  1. Provide technical guidance and mentorship to analysts and project teams involved in financial modelling, investment appraisal, project finance, and transaction analysis.
  2. Promote the adoption of best practices in project finance, investment evaluation, financial modelling, transaction structuring, and public-private partnership development across the Group.

Educational Requirements:

Master’s Degree in Finance, Economics, Business Administration (MBA) with project finance concentration, Energy Economics, Energy Systems, Electrical Engineering, Mathematics, Statistics, or Actuarial Science with a recognized professional qualification in finance or accounting, such as: ACCA, CPA, or CFA and at least three (3) years of relevant professional experience in project finance, financial modelling, investment appraisal, transaction advisory, infrastructure financing, bankability assessment, or financial evaluation of major projects.

OR

Bachelor’s Degree in Finance, Economics, Business Administration with project finance concentration, Energy Economics, Energy Systems, Electrical Engineering, Mathematics, or Statistics with a recognized professional qualification in finance or accounting, such as: ACCA, CPA, or CFA and at least five (5) years of relevant professional experience in project finance, financial modelling, investment appraisal, transaction advisory, infrastructure financing, bankability assessment, financial due diligence, or negotiation and structuring of major investment projects.

Additional Skills:

  1. Strong working knowledge of Excel to develop financial models
  2. Efficient use of research databases.
  3. Strong written and verbal communication skills.
  4. Excellent interpersonal and relationship-building skills.
  5. Well-developed verbal and written communications and presentation skills
  6. Strong analytical ability, both financial and qualitative including use of logic
