VACANCY – CHILD PROTECTION (CP) CASEWORKER

COUNTRY PROGRAM MISSION:

Alight Rwanda, formerly known as the American Refugee Committee, has been a key player in delivering impactful humanitarian programs since 1994. Operating in all six refugee camps in Rwanda, Alight provides integrated services in protection, health, livelihoods, and community development. The organization has pioneered initiatives like the SASA! methodology to promote gender equality, reduce GBV, and empower vulnerable populations. PRIMARY PURPOSE OF THE POSITION:

The Child Protection Caseworker is tasked with the identification, assessment, case management, referral, and follow-up of children at risk or affected by protection concerns. The role ensures the delivery of high-quality, child-centered, and confidential services in line with international child protection standards, national child protection systems, and organizational safeguarding policies.

The Caseworker works closely with Child Protection Officers, community structures, and service providers to ensure timely, safe, and appropriate responses to children in need of protection.

KEY RESPONSIBILITIES

1.Case Identification and Registration

  • detect vulnerable children and child protection cases through outreach, referrals, and community-based mechanisms.
  • Register cases in accordance with case management procedures and confidentiality standards.
  • Ensure informed consent is obtained prior to service provision.

2.Case Management

  • perform comprehensive case management including assessment, case planning,
    implementation, follow-up, and case closure.
  • create individualized care plans in collaboration with the child and caregiver where
    appropriate.
  • track progress and update case plans regularly.

3.Referral and Service Linkage

  • Ensure timely referrals to appropriate services including psychosocial assist, health services, legal aid, education, and shelter.
  • Follow up on referrals to ensure services are accessed and delivered effectively.
  • keep updated referral pathways and service mapping.

4.Psychosocial Support

  • deliver structured psychosocial assist to children and caregivers.
  • Facilitate access to child-friendly spaces and safe assist environments.
  • Promote resilience and coping mechanisms among vulnerable children.

5.Case Documentation and Data Management

  • keep accurate, complete, and confidential case records in line with CPIMS+ or equivalent systems.
  • Ensure data protection and confidentiality standards are strictly followed.
  • Contribute to reporting, case tracking, and information management systems.

6.Best Interest Determination (BID)

  • assist and participate in Best Interest Determination processes for unaccompanied and separated children.
  • Contribute relevant case information for decision-making processes.

7.Home Visits and Follow-Up

  • perform home visits and follow-up visits to assess child safety and wellbeing.
  • track protection risks and report urgent concerns immediately.

8.Coordination and Collaboration

  • Work closely with Child Protection Officers, caseworkers, community volunteers, and partner agencies.
  • Participate in case conferencing, coordination meetings, and protection working groups.
  • Strengthen referral networks and collaborative responses.

9.Protection Monitoring and Reporting

  • detect protection trends, gaps, and emerging risks affecting children.
  • Contribute to protection monitoring reports and program updates.
  • Alert supervisors on urgent or high-risk cases.

10.Safeguarding and Compliance

  • Ensure adherence to child safeguarding, PSEA (Prevention of Sexual Exploitation and Abuse), and confidentiality standards.
  • Promote a safe and respectful environment for children at all times.
  • Report any safeguarding concerns immediately according to organizational procedures.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Social Work, Psychology, Sociology, Development Studies, or related field.
  • Minimum 4–6 years of experience in child protection or humanitarian protection programming.
  • Demonstrated experience in case management and community-based protection approaches.
  • Experience working in refugee or emergency settings is an added advantage.
  • Knowledge of CPIMS+ or similar case management systems is desirable.
